He was probably promoted from technician to engineer. Those are the most unfortunate because without qualifications, only the employer who promoted them will recognise them as engineers. They're probably also working on 15 year old technologies and are irrelevant to any new employers.

It's good to hear that computer engineers and Stanford PhD are driving taxis, they will lift the standard

But I still think that about 25% of the licences should be given out to PRs and work permit holders in order to immediately create a better level of service. Later on perhaps it can be broadened further.
