The Kovan Merchant Association planned a CNY festive fair on properties managed by the PA. Tentage was set up on 31 Dec 2013 but stalls operated only on 7 Jan 2014 because the organiser was awaiting licence by government agencies.
On day of operations, AHPETC raised objections - part of the setup infringed on property managed by the town council. AHPECT demanded the tent in infringement be dismantled. The Merchant Association complied on the same day.
But on 9 Jan, AHPETC send 3 letters of demand to fine the PA $1000/day from 31 Dec 2013 till 7 Jan 2014.
AHPETC stated reasons for the fine are for this: a rubbish bin placed on the TC's property.
Shown in the picture is the bin. The bin has been there forever. The bin belongs to the Worker's Party Town Council, yet they still use it in petty political games.
