SINGAPORE - A former judge of the Supreme Court has been appointed by Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean to chair the Committee of Inquiry (COI) looking into the Little India Riot that occurred on Dec 8.

Former Supreme Court judge Mr G Pannir Selvam will head the COI, and will be joined by former Commissioner of Police Mr Tee Tua Ba, former President of the Singapore National Trades Union Congress Mr John De Payva and Chairman of West Coast Citizens' Consultative Committee Mr Andrew Chua Thiam Chwee have been appointed into the COI.

Mr Selvam, who is currently an arbitrator in international arbitration cases, was previously appointed by the Secretariat of the Commonwealth in 2012 to co-chair the Commission of National Inquiry looking into the resignation of the President of the Maldives.

In a statement released by the Ministry of Home Affairs to the media on Friday, the COI will establish the factors and circumstances that led to the riot, as well as the subsequent response by the various government agencies.

The COI will also consider whether current measures are adequate to manage such incidents in areas where there are high foreign workers.

Commenting on the COI appointments, DPM Teo said that the members are "experienced with the law, understand security requirements, and are familiar with workers' issues as well as managing relations between the community and workers."

"This will allow the Committee to study the issue thoroughly, come to a fair and objective assessment, and submit their recommendations thereafter," he added.

The COI will submit their report to DPM Teo within six months.

At least Tharman and Shamu don't talk cock. Pro-Indian policies were started by GCT who is as yellow as you are. Furthered by GY. The PAP is pretty much color blind and have a basically pragmatic approach. They would truck in Zulus by the thousands if that made economic sense. And by the way with Africa starting to take off don't discount this possibility. Racist talk will not further the alternative medias credibility.

If the COI is headed by a non-Indian, some stupid media in South Asia will make racist remarks and say that we persecute the Indians.

That is why you see our Law Minister (and not Home Affairs) Minister commenting alot of this issue..

Why do they need to placate the Ah Neh community ? If you are talking about local Indians , are they that vocal ? Are they that powerful ? If you are talking about the immigrant Indians please realize the Indian professionals here who are not South Indian look down on the Serangoon Road denizens even more than you. Apart from curry they have little in common. If you were to ship all the banglas, and ah nehs back home they would be more than happy. The immigrants have come here to escape the mess back home they don't enjoy having the Serangoon Road Ah Nehs remind them of that. Many of them never even go there.

They need Indians on the panel who speak the language and understand the culture so as to deter accusations of unfairness. The COI will have to look at interviews from the Indians there on the ground whether they are part of the mob or otherwise.

You guys are missing the main issue. ALL the members of the COI are from the establishment - the law and order fraternity plus labour lackeys and grassroots toadies. Not a single independent member. The COI would have more credibility if they included an opposition MP like Sylvia or an NMP. There is a high probability that the G will use the COI to further every agenda they have in double quick time. Liquor licensing, online media etc, police powers, surveillance, you name it.
