THE Land Transport Authority (LTA) announced on Monday changes to the Certificate of Entitlement or COE system which will see a refinement of the categorisation for Cat A and will take most premium models out of the small car category.

While LTA is retaining the existing criterion that engine capacity should not exceed 1,600 cc, it is adding a second criterion that engine power should not exceed 97 kilowatts or 130 brake horsepower.

This will be applicable to all cars registered using COEs obtained from the first open bidding exercise in Feb 2014.

Had the additional criterion been applied to 2012 vehicle registrations, nearly 50 per cent of Cat A cars would have moved to Cat B, LTA said.

Customers at the Performance Motors (BMW) showroom. From February next year, the Government will include a vehicle's engine power as a new criterion to the way Certificate of Entitlements (COE) are classified. Pictured is a 1.6 litre BMW 116i. At 136 horsepower, it will be one of the new cars to be reclassified under the new rules, which state that Cat A cars cannot go above 130 horsepower. -- ST FILE PHOTO: JASON QUAH

From February next year, the Government will include a vehicle's engine power as a new criterion to the way Certificate of Entitlements (COE) are classified.

Any car that falls under Category A - with an engine capacity of not more than 1, 600cc - must also have an engine power of 97 kilowatts or less, the equivalent of 130 horsepower.

The change will mean that nearly half of today's mass market cars would be reclassified as premium models, or fall under the COE Category B (for cars with 1,600cc and above).

Gov really fuck but want to promote fuel efficient car. Then how to promote fuel efficient car if base on power not cc.
Just base on engine cc is the most fair.

anyone heard the minister's speech last night?

i really did not understand what he was talking - really

better check my ENT doctor....

Most of those affected cars are turbocharged.

A 120bhp car can attain more than 200BHP by installing an after-market turbo.

Good policy change. New cars will have lower power rating, and that means less accidents.

How come our best SPH reporters never interview owners with more than 1 cars & ask them what they think about the tweaks & the cheap COE prices?
