Me think that coe should b:

A. Pay as u bid
B. Luxury car category b re introduced. N its the only category foreigners r allowed to enter.
C. Only locals can have coe. New citizens have to wait 5 years b4 being allowed to bid. Or they cAn bid for luxury car category

maybe the opposition can help us to voice up? :p
