TAIPEI, Taiwan -- The Criminal Investigation Bureau (CIB) recently busted a criminal ring based in a shaved ice store in Taipei's Shilin District, arresting 10 suspects including the ring's leader, surnamed Teng, on charges based under the Organized Crime Prevention Act.
The CIB's Seventh Division said it discovered that the 43-year-old Teng, who has a criminal record, previously collected debts illegally in Taoyuan County, noting that Teng wanted to enlarge his power and therefore moved to Shilin to recruit new members.
Teng chose a shaved ice store to be his base, and allegedly recruited underage dropouts to help him collect usurious debts, the CIB said, adding that Teng allegedly demanded his members beat and threaten several victims between February and October.
