China says most people in Xinjiang camps have 'returned to society'

BEIJING (Reuters) - Most people sent to mass detention centers in China’s Xinjiang region have “returned to society”, a senior official from the area said on Tuesday, but he declined to give an estimate of how many have been held in recent years.

A spokeswoman for the U.S. State Department said there was no evidence to support the assertion made by Xinjiang’s vice chairman, Alken Tuniaz, and said Beijing should allow the U.N. High Commissioner for Human Rights unhindered access to assess the claim.
U.N. experts and activists say at least 1 million ethnic Uighurs, and members of other largely Muslim minority groups, have been detained in camps in the region of western China.
Beijing describes the camps as vocational training centers to help stamp out religious extremism and teach new work skills.
Tuniaz, asked at a briefing in Beijing for an account of how many people had been put in the facilities, said the number was “dynamic”, and that most had “successfully achieved employment”.
“Currently, most people who have received training have already returned to society, returned home,” he said.

A transcript of the briefing emailed to reporters had been edited to read “most have already graduated”, using the word for students who finish a course or graduate from high school.
“Individual countries and news media have ulterior motives, have inverted right and wrong, and slandered and smeared (China)” over the centers, he said.
China has not issued any detailed figures for how many people have been sent to the camps and authorities limit access for independent investigators.
Researchers have made estimates through various methods such as analyzing government procurement documents and satellite imagery of the facilities.
Foreign journalists have reported personal accounts of some former internees, and photographed sprawling prison-like facilities surrounded by razor wire and watch towers.

‘DECEPTIVE’
As Western countries have mounted more strident criticism of the camps, China has not backed down on what it says is a highly successful de-radicalization program in a region that has been plagued with intermittent ethnic violence.
Officials have arranged highly choreographed visits for journalists and diplomats to some of the facilities, where the government says the rights of the “trainees” are fully guaranteed.
It has also suggested that fewer people would be sent through the centers over time.
The government rejects any suggestion that it abuses religious and human rights.
U.S. Secretary of State Mike Pompeo this month called China’s treatment of Uighurs and other minorities in Xinjiang the “stain of the century”, and the Trump administration has been weighing sanctions against Chinese officials over their policies there.
“We are unable to verify the vague claims made by senior Chinese officials regarding the release of those arbitrarily detained”, the State Department spokeswoman said.
“In order to assess these claims, the Chinese government should allow the U.N. High Commissioner for Human Rights unhindered and unmonitored access to all camps and all detainees - which has yet to occur”.

She said the Chinese government should also allow targeted minorities to freely travel away from Xinjiang and China to promote transparency.
Nicholas Bequelin, Amnesty International’s regional director for East and Southeast Asia, also said China’s claims were not credible. He said his group had received no reports of large-scale releases and detainees were still being held incommunicado.
“China is making deceptive and unverifiable statements in a vain attempt to allay worldwide concern for the mass detentions of Uyghurs and members of other ethnic minorities in Xinjiang,” Bequelin said in a statement.

Truths about Xinjiang that western politicians and media won’t tell you — Bai Tian

DECEMBER 9 — Ever since last year, there has been an unusual amount of hype around Xinjiang issues on the western media. New York Times, CNN and others in the gang have spared no effort in making up horrifying headlines like “China detaining Muslims in vast numbers”, “Millions sent to concentration camp by the government”, “Largest human rights crisis since the 1990s”, etc.
Sensationalism aside, one may wonder: how many of these stories are based on facts? How many of them are not telling half-truths? In this regard, today I want to share something that western media never told you.

The western media claimed that Muslims are being tortured. They claimed that China is cleansing its citizens of Muslim religion and culture. However, they didn’t tell you that:
— the Chinese government has always been protecting freedom of religious belief and safeguarding the legal rights and interests of minorities, strictly prohibiting any discrimination and oppression against the latter. There are 200 million religious believers in China, and 20 million of them are Muslims, among which Hui and Uyghur Muslims make up the majority. In Kuala Lumpur, many halal noodle restaurants are run by Chinese Hui Muslim. In Xinjiang, halal restaurants are everywhere. Not only the number of halal restaurants far surpasses non-halal ones, but also their popularity. In Xinjiang there are now over 28,000 religious sites and close to 30,000 clerical personnel. Every 530 Muslims in Xinjiang have a mosque on average, which is higher than many Muslim countries such as Turkey.

— What minorities in China like Uyghur are facing is not torture, but policies and social welfares far more favourable than what their Han brethren are enjoying. In order to raise the ratio of minorities’ population, Uyghurs and other minorities were exempted from the One Child Policy for 10 years, and are still enjoying reasonably relaxed policies. Some minority farmers and herdsmen are allowed to raise up to four children.

In term of education, while the general practice in China is nine-year compulsory education, Xinjiang is the first province to practice fifteen-year compulsory education. Every year millions of Chinese high school students compete in Gaokao, or national college entrance examination, which is probably one of the most crucial moments in their lives. Chances are that minority students from Xinjiang and other provinces are awarded with 50 to 60 extra points, meaning they will be well ahead of Han students in terms of ranking by a large margin of several hundred thousands.
In China, where the area of arable land per person is less than one-third of the world average, where land rents in major cities are almost sky-high, Muslims still keep their religious burial tradition, whereas Han people are to be cremated after passing away.
The western media claimed that China is oppressing Uyghurs and other minorities in the name of counter-terrorism and counter-extremism. however they didn’t tell you:
— Xinjiang, especially its southern parts, has long been the target of terrorism and extremism infiltration from terrorist organisations such as East Turkestan Islamic Movement (ETIM) since 1990s. These foreign organisations demanded fund support from local families, and “encouraged” their children to go to illegal religious institutes instead of regular schools, where they indoctrinated the children with extremist ideologies. Some separatists blatantly called for the “independence” of Xinjiang and the establishment of a so-called ecclesiastical “East Turkestan”.
— From 1990 to 2016, the extremists, terrorists and separatists have committed thousands of terrorist attacks in all parts of Xinjiang, resulting in property damage beyond estimation, and huge casualties of both civilians and police officers. The darkest day in Xinjiang’s recent history came on July 5, 2009, when hundreds of Uyghur extremists outright rioted and rampaged on the streets of Urumqi and assaulted defenceless civilians. At the end of the day, 197 were killed and more than 1,700 were injured. This truly merciless attack was condemned by Juma Tahir, the Imam of Id Kah Mosque, as an organised, premediated violent attack perpetrated by separatists in the name of religion. Regrettably, Imam Juma Tahir was assassinated 5 years later by 3 extremists outside the Mosque after the morning Fajr prayer, and the sole reason of his death was because he was an outspoken adversary of extremism and terrorism.
— It was in a grim situation like this, that the central government and government of Xinjiang Autonomous Region decided to take measures to crackdown on extremism and terrorism, to prevent their expansion pre-emptively, and to eliminate them from the root. Thanks to these measures, Xinjiang, once haunted by the dread of terrorism, has not seen a single case of terrorist attack for three years. People now feel safe and secured day and night, both inside and outside their homes. In 2018, tourism in Xinjiang has surged significantly. A total of 150 million tourists had visited Xinjiang, recording a 40 per cent year-to-year increase. Among those tourists, 2.4 million of them were foreign tourists, increasing 10 per cent. People who have been to Xinjiang are all in awe of its tranquillity, beauty and prosperity.
The western media claimed that the vocational education and training centres are so-called “concentration camps”, where Muslims are cruelly restrained and “brainwashed”. However, they didn’t tell you that:
— The training centres are just like ordinary boarding schools. Students pursue their study during the day. They have every means of communication. They can return home on weekends, and they can call a day-off when need to. Through these training programs, students acquire knowledges, vocational skills and means for making a living. After graduation, most of them would successfully reintegrate into the society, get a job, start a business and ultimately, start a new life.In fact, some students are sent to the training centres by their families just for them to get rid of extremist ideologies and return to a normal life. When the Malaysian delegation visited one of the training centres, a student majored in fashion designing had revealed that she voluntarily asked for 3 more months of training in order to better grasp the skill.
The western media claimed that at the United Nations General Assembly meeting, 23 countries including the United States has pointed their fingers at China on Xinjiang issues. However, they didn’t tell you that:
— Most of these 23 countries above-mentioned were western countries or allies of the US There was not a single Muslim country, not a single developing country among them. The western media also won’t tell you that during the exact same meeting, 66 countries, through joint or separate statements, have complimented China’s great human rights progress and its policies in Xinjiang, while at the same time objecting others meddling with China’s internal affairs. Instead of a single bloc, these countries come from all parts of the world, and almost 30 of them are Muslim countries, including Saudi Arabia, Pakistan and Egypt.
Recently the western media like New York Times have made some lengthy stories about what they believe to be the “internal documents” of the Chinese government on Xinjiang. However, what they are really doing is bait-and-switch, substituting false claims for the truth. For example, they take the liberty to use the term “no-mercy” on all Uyghurs, which is in fact a term only for terrorists.
And they didn’t tell you that since 2015, the Chinese government has published 7 white papers, introducing in full detail the ethnicity and religion policies, counter-terrorism measures and human rights progresses in Xinjiang. The western media have turned a blind eye on these positive and constructive information, while obstinately chasing after falsehoods and partial-truths. It really makes us wonder, whether the western media truly care about Muslims in Xinjiang, or are they just exploiting Xinjiang issue, out of some hidden agendas, as means to demonise China?
After the September 11 attacks, the US started a massive campaign to beatdown terrorism and labeled itself as a global counter-terrorism leader. Curiously enough, when facing the terrorist attacks in Xinjiang, the US never hesitated a second to offer its praises, euphemistically calling the attacks “the beginning of democratisation in China”. The US even goes to the length of colluding with ETIM by providing the latter with fund and moral supports. We just have to ponder; what ominous intents are really hiding behind this good show of double standard at its finest.
A proverb in China goes like “three liars makes a tiger”, which means that a wide-spread lie may even become the truth for some people. For the western countries who are in full control of a majority of the news agencies and social media such as Twitter, Facebook and Instagram, it is just a piece of cake for them to scandalise and defame a country to fulfil their political agenda.
As a fast growing developing country, China is no stranger to the suppression and impedance from certain big powers. In order to curb China’s development, they resort to all kinds of excuses and pretences such as ethnicity, religion, human rights, democracy and freedom, disregard all facts and truth, and keeps intervening in China’s internal affairs. Hong Kong and Xinjiang issue are no exception. Beneath these high walls built by their gigantic propaganda machine, many facts and truths may be buried deep, waiting to be discovered by clever and adept readers.
To let the truth be known, since the end of 2018, the Chinese side has invited more than one thousand foreign delegates to visit Xinjiang, including Malaysian officials, journalist and Muslim groups. The delegates have seen with their own eyes the social economic development and the real situation in Xinjiang, including the training centres. Lots of delegates have admitted that Xinjiang is anything but what the western media claimed.
Datuk Haji Mohamad Nordin bin Ibrahim, Director General of JAKIM, has written on Sinar what he has seen, that the Chinese government respects the freedom of religious belief of Uyghurs in Xinjiang, protecting in full measure their language, customs and cultural heritages. The ethnic communities in Xinjiang cares about the lives of ethnic minorities and it is a common thing for minorities to help and support each other.
Mainstream media in Indonesia like Metro TV and Media Indonesia, after their visit to Xinjiang, has expressed their frank opinions that Xinjiang pays high attention in cultivating religious understandings among believers and in training cleric personnel. China is in no way an anti-Islam country, and measures taken by Xinjiang government in preventing and battling terrorism and extremism should be supported.
The wise does not buy rumours, as more and more people are giving their recognitions to China’s policies on ethnic minorities and religions that are suitable to our national conditions. China’s efforts in preventing and combating extremism and terrorism are also gaining more endorsement. In the future, we are willing to invite more foreign friends, including Malaysia, to visit Xinjiang. I hope more of you can find by your own eyes the tireless efforts by the Chinese government to make Xinjiang a land of peace, harmony, stability and development. I hope more of you can find in Xinjiang those truths that the western media have never intended to tell

Uyghur Football Ace Erfan Hezim Sent to Xinjiang Detention Camp

1575950225093.png

With World Cup 2018 underway, all eyes are focused on the game. But many people are unaware of what – or who – is missing on the field.

The Fédération Internationale des Associations de Footballeurs Professionnels (FIFPro), the worldwide professional football players’ union, issued a statement on June 13, 2018 calling for the release of Erfan Hezim, a 19-year-old Uyghur football player who has reportedly been detained in a “political re-education camp” in China's western Xinjiang Uyghur Autonomous Region since February 2018.

Hezim was detained soon after he returned home from a football trip to Spain and Dubai.

Despite his status as a rising star in local football, Hezim's fame did not exempt him being sent to a re-education camp. According to local sources for Radio Free Asia, Hezim was detained for “visiting foreign countries”, though his trip was mainly for football training and matches.

Hezim is among the estimated 1 million Uyghurs in Xinjiang who have been sent to re-education camps for unlearning and correcting their religious and political views.

What happens at re-education camps in Xinjiang is not widely known, but testimonies from ex-internees reveal that the camps – which are operated at county, township and village levels – are secured with barbed wire, surveillance systems and armed police. Ex-internees said they were sent to the camps without trial and while there, were forced to convert their beliefs and pledge loyalty to the Chinese Communist Party (CCP).

Shawn Zhang, a law student, used satellite imagery to visualize the scale of the camps, shedding some additional light on the issue.

Re-education Camp in Shufu county (Kashgar Konasheher), Xinjiang.

There have also been claims that Muslim internees were forced to eat pork and drink alcohol in order to prove they are no longer “extremists”.

Uyghurs with overseas connections appear to be among the top targets of this type of political detention. In March 2018, just one month after Hezim's detention, Ablajan Awut Ayup, a prominent Uyghur musician who bridges Uyghur and Chinese audiences with his bilingual songs, went missing too. His fame, in this case as a cultural icon, also failed to save him.

Guligeina Tashimaimaiti, a Chinese-Uyghur PhD student at the University of Technology in Malaysia (UTM), has been missing since January 2018. According to the Scholars at Risk network, Tashimaimaiti returned to her home city of Ghulja in December 2017, in order to search for her missing parents. Her sister, who is also studying in Malaysia, confirmed that Tashimaimaiti was sent to a re-education camp.

Ugyhurs who reside overseas use Twitter to advocate for the release their relatives back home.

Halmurat Harri, a Ugyhur-Finnish medical doctor who was born in the Turpan city of Xinjiang, called for his parents’ release:

My parents always teach me to love. They are in China’s re-education camps. I wish good will win over the evil, I wish all the sufferings will be end. I don’t seek revenge, but the justice. Love what is Good, hate is evil; cling to what is good. Please pray for us! #FreeMyParents

Bulldozing mosques: the latest tactic in China’s war against Uighur culture

The levelling of ancient sites in Xinjiang, alongside mass detention, is part of an attempt to destroy an entire society

Ten years ago, I started researching Islam among the Uighurs. I spent my summers travelling around the Xinjiang region in western China. I took long bus journeys through the desert to Kashgar, Yarkand and Kucha, slept on brick beds in family homes in remote villages, stopped off at Sufi shrines, and visited many, many mosques. My husband was working with me, and we dragged our kids along for the ride. The kids were quite small and not at all interested in our boring interviews with imams, and I bribed them with treats. I have a lot of photos of them sitting in the dust outside mosques, faces smeared with ice-cream, playing on their iPads.

It was an incredible time for mosque building in Xinjiang. After the Cultural Revolution, Uighur and Kazakh Muslims began to reconnect with their faith. They resumed the traditional practices of pilgrimage and festivals at the shrines that lie deep in the Taklamakan desert. They began to learn about Islam in the wider world; people who could afford it travelled to Mecca for the hajj, and they began to rebuild their mosques. As local communities grew richer they invested in bigger and more beautiful mosques; people crowded into them for Friday prayers, and they served as living symbols of community identity and pride.

I was reminded of all this by an image posted on Twitter last week. Shawn Zhang, who did pioneering work revealing the existence of the massive network of detention camps for Muslims in Xinjiang, posted “before and after” satellite images of Keriya mosque in the southern region of Hotan. This towering architectural monument, thought to date back to 1237 and extensively renovated in the 1980s and 1990s, was photographed on a festival day in 2016 with thousands of worshippers spilling out on to the streets. By 2018 the site where it had stood was a smooth patch of earth.

Observers have called China’s actions in Xinjiang the work of a “bulldozer state”. It is an apt way to describe the ongoing work of destruction and remodelling of the region’s landscape and its people. Mosques such as the one in Keriya were an early target of the campaign against “religious extremism”. A reporter visited the eastern region of Qumul in 2017 and learned from local officials that over 200 of the region’s 800 mosques had already been destroyed, with over 500 scheduled for demolition in 2018. Residents said that their local mosques had disappeared overnight, levelled without warning.

Mosques are not the only targets. Whole cities are being redesigned to facilitate maximum security and surveillance of the local population. Sites of architectural interest such as the ancient city of Kashgar have been demolished and rebuilt to suit the needs of what the government proclaims will be a flourishing tourism industry in Xinjiang. And it’s not just the built heritage that is being destroyed. The bulldozer is also at work on communities, culture and people’s lives. Everyday religious practice in Xinjiang has been effectively banned. People are plagued by tech surveillance technology – checkpoints, facial recognition software, mobile phone scanners – and intrusive visits to family homes identify individuals as “prone to extremism”. An official list of signs of extremism includes things such as refusing cigarettes and alcohol, not watching television and contacting people abroad.

ndividuals identified in this way are sent to one of the many mass detention camps that have been constructed across the region over the past few years. The camp system is veiled in secrecy, but researchers have amassed overwhelming evidence that over a million Uighur and Kazakh Muslims have been incarcerated in them. Inmates are subjected to a gruelling regime of study and self-criticism underpinned by systematic brutality and torture.

We know about this because of countless acts of bravery by Uighurs and Kazakhs in the diaspora, who have chosen to speak out in spite of the very real fear that their loved ones will be punished for their actions. The Chinese government is pursuing a vigorous propaganda campaign to persuade the international community that the camps are benign “vocational training centres” necessary to root out extremist violence and restore stability to the region. Having seen so many of my own Uighur colleagues and friends disappear into the camps, I find this narrative insulting. Those detained include academics, pop stars, comedians and poets: individuals who – like the bulldozed mosques – are symbols of Uighur identity and pride. This creaming-off of the cultural elite – as my east European colleagues have noted – recalls the Stalinist terror of the 1930s.

We can also see this targeting of culture and identity in new restrictions on the use of Uighur language, compulsory lessons in Chinese, the promotion of interethnic marriage, and the constant mobilisation of ordinary Uighurs to demonstrate their patriotism by celebrating Chinese festivals and singing revolutionary songs. This is no targeted response to violent extremism, but a concerted campaign to hollow out a whole culture, to terrorise a whole people, and the Chinese government is using the west’s global war on terror to excuse its actions. It is deeply disappointing, then, that the loudest critiques of China’s policies in Xinjiang have come from those on the American right in pursuit of their own agendas. We need more voices from the left to speak out on this issue, placing the persecution of Xinjiang’s Muslims in the wider context of global Islamophobia.

Muslim countries, many of which are deeply indebted to China through its Belt and Road Initiative (BRI), have failed to condemn or have actively supported what China is doing in Xinjiang. But the track record of western governments is not much better, as we saw with Italy’s recent backing of the BRI. Companies, institutions and national governments that pay lip service to human rights need to be held to account for their actions if they choose to engage with the products, technologies and policy initiatives that enable what is going on in Xinjiang. We owe it to the courageous people who are
speaking out in the face of direct harassment by China’s security forces to keep this situation firmly on the international agenda.

Chinese ambassador calls mass detention of Uyghurs 'fake news', plays propaganda video
Chinese ambassador calls mass detention of Uyghurs 'fake news', plays propaganda video

China's ambassador to Australia has dismissed concerns about the mass detention of Muslim Uyghurs as "fake news".
China's ambassador to Australia has played a graphic propaganda video titled Fighting Terrorism in Xinjiang while dismissing concerns about the mass detention of Muslim Uyghurs in his country as "fake news".

Key points:
Ambassador Cheng Jingye held a rare public press conference with Australian journalists
He claimed there had been no mass detention of Uyghurs
But Mr Cheng confirmed an Australian academic remained detained without charge
In a rare public appearance, Cheng Jingye fielded questions for more than an hour from Australian and Chinese-language reporters in Canberra, promising to "do more" to ease the strained relationship between both nations.

Speaking inside his official residence, Mr Cheng insisted that an Australian writer held for months without charge in Beijing was in "good condition" and suggested Prime Minister Scott Morrison could soon be invited to visit the Chinese capital.

"The relevant Chinese security department will deal with the case in accordance with Chinese law and his lawful rights are protected," Mr Cheng said.

"In due time you will know the details."

The diplomat also repeatedly denied China was holding over 1 million Uyghurs in detention camps, explaining they were instead receiving "vocational training".

As he justified Beijing's actions, the ambassador played a Chinese propaganda video that portrayed the ethnic minority as violent extremists.

The United Nations says at least 1 million ethnic Uyghurs and other Muslims had been detained in vast indoctrination camps.

A leaked 400-page document released by the New York Times last month revealed the key role played by top Chinese officials, as well as President Xi Jinping, in the establishment of the camps.

Mr Cheng described 2019 as "a mixed year for bilateral relations" that "could have been better".

"We expect that this relationship will be back to normal with the efforts of both sides," he said.

Despite the diplomatic tensions, the Chinese ambassador did not rule out Mr Morrison being invited to Beijing.

"There are efforts between the two sides, there will be more high-level exchanges and visits," he said.

"As ambassador, of course, I will do what I can ... to promote these relations, these important relations."

The ambassador also claimed that a 33 per cent increase in Australian exports to China was "largely responsible" for the federal budget being restored to surplus.
