据香港《文汇报》22日报道，21日下午约15时，一批黑衣暴徒在海港城内聚集，先后到多间餐饮店内叫嚣，强迫市民“罢食”，顾客被他们吓得落荒而逃。有暴徒到达服装店，把店内模特儿公仔的手扭成示威手势；将餐饮店中蛋糕从冰箱中取暴露在空气中……期间还有暴徒对警员作出挑衅行为。
报道称，一名黑衣暴徒找来一包狗粮洒在地上，语带侮辱地高呼：“阿sir有东西吃啦，羊肉味啊！”警方将在商场内撒狗粮的暴徒带到一旁查问，称他涉嫌公众地方行为不检，他自行清理地上的狗粮后获放行。
报道提及，至21日傍晚18时左右，一名独自行动的便衣警员与暴徒发生口角，期间该暴徒企图伸手触碰警员腰间佩枪，警员闪避。在双方纠缠期间，其他暴徒随即一拥而上。警员混乱间跑离现场，暴徒则妄图追赶，数十名防暴警员其后进入商场执行驱散及拘捕行动。
另据港媒报道，油尖区警区助理指挥官（刑事）警司曾仲斌21日晚上约21时会见记者表示，当时一名便衣警员落单，受到袭击，因此防暴警员进入商场，制服一名男子，并以涉嫌袭警将他拘捕。

香港西九龙总区指挥官卓孝业日前接受采访时曾说，香港警方不好战，但法治不容暴徒，对于暴徒破坏香港社会的疯狂行径，香港警方绝不容忍，乱港暴徒若还是执迷不悟，最终只会自食恶果。
