【on.cc東網專訊】中共中央、國務院周日（18日）發布《關於支持深圳建設中國特色社會主義先行示範區的意見》（下稱《意見》），提出深圳要在2025年前，在經濟實力、發展質量躋身全球城市前列，並在2035年成為全國典範，城市的綜合經濟競爭力在世界領先。《意見》又提出多項建議，包括提升港澳居民待遇、開放並吸引境外人才、改革並提升金融服務等。
《意見》指出，深圳經濟特區作為中國改革開放的重要窗口，各項事業已取得顯著成績；隨着中國進入新時代，由深圳高舉「新時代改革開放旗幟」，有利於更高層次上推進改革開放；《意見》又制訂目標，指深圳到2025年要成為現代化國際化創新型城市；到2035年更要成為具有全球影響力的創新創業創意之都；至本世紀中葉，成為競爭力、創新力、影響力卓著的全球標桿城市。
另外，《意見》提出會支持深圳實行更開放的境外人才引進和出入境管理制度，並推進在深圳工作和生活的港澳居民在民生上享有「市民待遇」；同時要建立及完善房地產市場平穩健康發展長效機制，完善保障人才與住房制度；同時建設5G、人工智能、網絡空間科學與技術等，探索興建國際科技訊息中心和全新機制的醫學科學院。
在金融方面，《意見》提出要研究完善的創業板發行上市、再融資和並購重組制度，創造條件推動註冊制改革；同時促進與港澳金融市場互聯互通和金融（基金）產品互認；支持深圳試點深化外匯管理改革，以推動更多國際組織和機構落戶深圳。
