今年以来，中国经济结构在改革中优化，活力在创新中绽放。也应看到，当前经济运行稳中有变，面临一些新问题新挑战，外部环境发生明显变化。尤须深化改革，激发创新，筑牢活力之源，夯实发展之基。
瞄准“结构” 提升发展质量
看经济看的是结构，谋发展同样要在结构上“做文章”。实现高质量发展，关键在于撬动存量的变革。
深化供给侧结构性改革，淘汰落后产能，加速转型升级，中国经济持续迸发创新活力。
明明是一卷钢材，展开后却薄如蝉翼，用手即可撕开。在太钢不锈钢精密带钢有限公司，一款厚度仅0.02毫米、宽度达600毫米的不锈钢箔颠覆人们对钢铁的认知。
这款中国最薄的不锈钢是柔性显示屏等诸多精密制造的关键材料，可实现“论克卖”。凭借转型创新，太钢不锈钢上半年出口逆势增长，企业竞争力和效益明显提升。
没有落后的产业，只有落后的产品。从一块小小不锈钢箔中，可以看到传统产业升级蕴藏的活力与生机。
今年以来，我国供给侧结构性改革持续深化，重点领域成效明显。前5个月，原材料工业实现利润增长43.8%，企业经营状况逐步好转。高端钢材、精密轴承等一系列创新推动产业迈上新台阶。
产业结构在变，动力结构也在不断升级。
现场与手艺人共同体验非遗单品制作；将购物清单投进“邮筒”向山里绣娘“下单”……此间，依文集团与北京侨福芳草地联合举办“深山集市”引人关注。
古老“集市”与现代商业相融，不断催生体验式、场景式新消费，打开新空间。上半年，我国最终消费支出对经济增长贡献率为78.5%，服务业对经济增长的支撑作用继续巩固。由此引发的新产业、新生态成为中国经济提质增效的新变量。
巩固和发展向好态势，要在优化结构上下更大力气。
“打通去产能的制度梗阻，降低企业成本”“财政政策要在扩大内需和结构调整上发挥更大作用”“要通过机制创新，提高金融服务实体经济的能力和意愿”……近日召开的中央政治局会议部署一系列改革举措。
“在‘破’上下决心，在‘转’上有恒心，在‘立’上有信心。”工信部运行监测协调局副局长黄利斌说，要将改革的“刀刃”瞄准于切实解决结构性问题，转换发展动力，推动土地、资本、技术、信息等各要素全面发力，让发展质量与增长韧性全面提升。
加快创新 激发市场活力
经济发展重在挖掘效率的潜力，激活每个经济细胞的创造力是改革的关键之举。
凭借运动控制等核心技术，“80后”黄瑜清创立镁伽机器人，瞄准轻量机器人细分市场，拓展医疗器械、新零售等诸多应用场景。今年一季度在途订单突破千万元，两年内完成三轮融资。创业成功的背后，激励机制发挥了功效：政府、金融机构、院校等一系列扶持政策激发团队的积极性。
释放活力，需要一场从理念到制度的变革。
从办事“一枚印章管审批”到探索负面清单管理模式，以商事制度改革为突破口的“放管服”改革充分激发微观经济机体的活力。今年上半年，我国新设市场主体同比增长12.5%，成为经济发展的动力源泉。
为企业松绑，是催生市场活力的充分条件。降低制造业增值税率和部分政府性基金征收标准等政策措施陆续出台；合理降低融资成本，加强对实体经济的金融支持……今年以来，降本减负力度加大，助力企业经营状况持续改善。
工信部数据显示，前5个月规模以上工业企业实现利润同比增长16.5%，每百元主营业务收入中的成本同比下降0.31元，每百元资产实现的主营业务收入同比提高2.4元。
市场越广阔开放，越能激活创新的动力。瞄准扩大开放与激活竞争，一系列改革举措就此展开。
今年6月，国家发改委、商务部对外发布《外商投资准入特别管理措施（负面清单）（2018年版）》，大幅放开22个领域的外商投资市场准入，不仅取消了汽车、飞机等制造业领域外资准入限制，还在金融、运输等领域进一步开放。
中国宏观经济研究院对外经济研究所副研究员李大伟说，这充分体现了更加开放、灵活、高效的改革方向，对激活创新、构建开放型经济新体制具有重大意义。
也应看到，当前市场运行中需求不足、企业成本较高等压力仍存在，民营企业融资难，杠杆结构面临一些问题，都要在进一步改革中不断化解。
“要深化在市场准入、产业政策等方面改革，加快提升公共服务、基础设施、资源环境等支撑能力，推动形成新的竞争力。”黄利斌说。
瞄准体制积弊“靶心”持续改革 释放创新“乘法”效应
体制建立了、机制理顺了，创新之路方能越走越宽。展望未来，面对更为复杂的经济环境，唯有坚定改革创新，中国经济方能行稳致远。
中央政治局会议提出，继续研究推出一批管用见效的重大改革举措。
“继续和重大两个词，既强调改革的连贯性，又表明要把更多精力聚焦到重点难点问题上来，激发制度活力，扎扎实实把全面深化改革推向深入。”工信部规划司副司长何映昆说。
科技是动力之源，科技体制改革将摆在重要位置。“与发达国家相比，我国创新力特别是原始创新力不强，科技成果转化率不高，应加大科技体制改革，靠重大创新赢得发展机遇。”中国机械工业联合会专家委员会名誉主任朱森第认为，一方面，加大实施股权激励、成果转化奖励力度，破除人才流动制度障碍；另一方面，加快培育科技文化，厚植创新土壤，为创新兜底、撑腰。
建立法治化的营商环境，让创新有制度保障，让企业安心做优做强。今年以来，混合所有制改革、产权保护、激发和保护企业家精神三项改革联动推进，关键措施加快落地，有效改善了社会预期，显著提振了人们谋事创业的信心。
国家发改委日前表示，将知识产权综合管理改革、探索知识产权保护新机制、建立知识产权行政执法与刑事司法衔接新机制这３项改革举措作为2018年度全面创新改革试验重点改革任务，力争取得实质性突破。
管理者也要做创新的同路人，建立更加公平公正市场环境和容错机制，避免让先行先试者陷入单打独斗的局面。中国机械工业联合会执行副会长陈斌说，下一步的改革还应在融合上做更多文章，破除要素间、产业间、区域间障碍，释放创新联动的“乘法”效应。
改革是制胜法宝，创新是动力源泉。把力量和智慧汇聚到改革创新的实践中，中国经济必将在高质量发展的新航程中行稳致远。
