在刚刚过去的2017年,中国军队实现了五个“首次”。首艘国产航母下水、首个海外保障基地成立、首次以庆祝建军节为主题的阅兵、驻澳部队首次参与救援、中国空军首次飞越对马海峡,中国网友大呼“厉害了我的军”。

那么在新的一年里,中国军队还将有哪些新作为?

2017年中国空军首次飞越对马海峡

问:十九大报告指出,经过长期努力,中国特色社会主义进入了新时代,这是我国发展新的历史方位。都说新年新气象,那么进入新时代的新一年里,中国军队又将面临哪些新挑战?

金一南:2018春节假期已经完了,马上开始上班了,我们十九大已经讲了新时代,新时代新在哪里?首先讲中国的国家地位、国家力量,与国家形象完全不一样,在别人眼中也完全不一样,我们从美国的眼中也看得非常清楚,它一步一步非常明确的以你为主要的竞争对手,过去虽然说是不太明确,今后你看越来越明确了,包括去年底的美国国家安全报告,包括它的核态势评估,包括最近的美国海军的发展计划,俄罗斯是他最大的核威胁,但中国是潜在的核威胁,他把你列为这样的威胁。你再看他最近出台的海军力量发展报告,美国未来大约到2030年,他的计划海军舰艇大约要增加七十艘,主要的目标是为了对付中国。

这一点看,其实我们充满了和平发展的愿望,我们想通过和平的方式,用这种方式确定中国在世界的地位,我们并不想通过冲突和战争的方式。美国现在对这点看得非常重,他认为中国现在正在和他称霸,其实我们所有中国人有这个称霸意识吗?完全没有,但是有这个数字,美国人统计的这个数字,对于美国来说它觉得是触目惊心的。比如2007年,十年前美国是130多个国家的最大贸易伙伴,中国是70多个国家的最大贸易伙伴,十年过后了,2017年,中国是130多个国家的最大贸易伙伴,美国是70多个国家的最大贸易伙伴,就这十年完全翻盘。

问:十年时间,这俩数字刚好调了个个儿。

金一南:对,但是大家要注意这一点,我们不是通过战争的方法,我们通过发展生产,改变自己,发展生产,给自己提供福利,打造今天的位置。美国呢?美国战争,这个冲突跟那个冲突,中东,又是乌克兰,包括朝鲜半岛,包括伊朗,各种问题的介入,中国在全心全意的和平发展。美国是军事损耗带来的最大损失,他现在又想通过拼命提升军力来弥补它的因军事的消耗所造成的经济损失,我觉得他走入一个怪圈,这个怪圈是他自己造成的,不是我们中国给他弄的。我们讲我们是新时代,是和平发展的新时代,是与全世界合作共赢的新时代,结果美方解读,说十九大报告可以看出中国对世界的威胁,为什么呢?

问:因为他是在用他的惯性思维来思考我们。

金一南:对,他一直在用军事力量想控制这个,控制那个,大量的军事同盟,发展军备,太空到海底,全部的空间全发展,星球大战计划都是美国推出来的,我们根本没有搞这个东西,我们就踏踏实实发展经济,今天中国取得成就主要是这一点。

2017年12月18日,白宫发布了特朗普上台后的首份《国家安全战略报告》,系统评估了美国国家安全整体态势。

问:嗯,您刚才也说到了,美国去年底今年初发布了各种报告,到处树敌,也到处拉拢,也有评论分析说美军的一系列部署将引发新一轮的全球军备竞赛,那中国军队要如何应对?

金一南:他要带动大家都搞军备竞赛可能性不是很大,当然他威胁的方向要做出相应的回应,比如说他如果对中国形成威胁,那我们必须做出相应的回应,他对俄罗斯做出了的威胁,俄罗斯肯定要做出相应的回应,但是我们所有相应的回应不会像这样盲目的把经济财富全部投入到国防的费用中去,我觉得这点中俄都不会的,中俄会根据自己的力量量力发展。

至于说美国这些盟友,比如日本,比如欧洲,比如韩国,美国拼命让他们加大国防投入,说你们投入太少了,你们起码在3%以上,你们百分之一点几,甚至1.5%以下不行,结果现在听他话的有多少人?没有人。欧盟也不愿增加国防投入,日本也不大愿意增加,为什么?因为大家经济发展问题都很迫切,甚至都很严重,尤其是欧盟。

你看今天,欧盟所面临的经济的困境再增大国防投入对欧盟就是雪上加霜,所以在这种情况下,美国有点是独角戏一样的,其他的国家因为都知道在这方面是个无底洞,其他国家都相对表现出应有的谨慎,包括中国、俄罗斯,都有一种应有的谨慎。

问:嗯,即便是他的盟友,也基本是冷眼旁观的态度。刚才您也说到了,被威胁的方向要做出相应的回应,新一年度,中国要如何回应美军在亚太地区的封锁围堵?

金一南:对,我们其实并不会因为特朗普的动作搅乱我们国防发展的步骤,我们国防的发展一直有序,而且今天我们特别强调军民融合式的发展,就是一定要通过社会的发展促进国防的发展,提高国防发展的效力,我们不会盲目的跟美国一样攀比,增大军费的投入,而且我们国防发展是一个长期的计划,长期有序的,特朗普带有很大的个人的一时兴起就搞这个东西。我们是一个长久的规划,我们严格按照步骤,2020、2025,这样一个一个的发展台阶,我们绝不会因为他们的鼓噪打乱我们的军事发展步骤。

当然他们的鼓噪,比如在核方面,在海上力量方面,在太空力量方面,它的鼓噪也给我们很大的提示,这个提示是什么呢?我们也必须相应的加强这方面的力量,他给我们揭示一些我们未来发展的重点,我们必须突出的重点。

问:所以在2018年,您觉得哪些力量将成为我们发展的重点?

金一南:不仅2018年,比如海军这是肯定的,海上力量,空中力量,太空力量,包括战略力量,就是海军、空军、火箭军、战略支援部队,这都是我们发展的重点,这个重点其实并没有因为特朗普的侧重,我们有很大的调整,只是进一步地加强我们发展的信心,就是我们选择是正确的,要加大这方面。

For most economies in the world, their leading export and import trading partner in terms of value is either the European Union, or to a lesser degree, the United States. Other countries like China, Japan, Russia, Brazil, India and South Africa are emerging as significant markets or source countries in different parts of the world.

Individually for each European Union member trade with all other European Union members collectively is greater than any other trading partner. Both the European Union and the United States have China as their largest origin of imports. China's own largest source of imports is European Union. In other parts of the world the European Union or the United States is the largest trading partner, however other leading trading countries may be the most prominent in certain countries. Brazil, Russia and South Africa are becoming increasingly dominant in their respective regional areas.[citation needed]

Some isolated countries depend on a larger neighbour to be their largest trading partner – Venezuela is Cuba's key export market, while doubly-landlocked Uzbekistan exports chiefly to Tajikistan and Afghanistan, its singly-landlocked neighbours.
