Like I have a classmate who works in a Chinese Tech publishing company and during the first week his Chinese bosses already expect him to publish 10 articles in 3 mths and they put countries in tiers.

First tier countries includes European countries(Germany, France), UK, US, second tier includes China, Singapore, Japan, Hong Kong, third tier is India, Thailand, Malaysia, Philippines etc

They have to look for publishers within a certain tier and the first tiers are the priority but if like my friend get all the electrical engineering articles to publish and a majority of the publishers are from India which is the third tier and closed off for selection, it can be quite hard
