在中美第八轮战略与经济对话会上，美国财长雅各布·卢认为：中国产能过剩将导致全球市场出现扭曲。他指出：“光看对中国经济的影响，过剩产能最终会破坏一个国家的经济效率，即一国资源错配”。这话也许没错，但在我看，全球最应当去掉的产能就是“金融产能”，尤其是金融投机品的产能，它才是扭曲全球经济和市场最核心、最重要的动力。

不是吗？如今，在全世界金融市场上，仅仅金融衍生品一项，其总值就高达500万亿美元，全球GDP不过80万亿美元，这样的比例关系是否有利于全球经济增长？我认为，不仅不利于经济增长，而且它在时时威胁全球的经济安全。那些金融投机豪客们，动辄就将数以千亿计的美元，瞬间就从世界的这个地方搬到另一个地方，从而造成严重的经济失衡，甚至导致金融危机，这不是最大的问题吗？

毫无疑问，全世界金融最发达的地区就是美国，其金融衍生品规模占到全世界70%，同时也是“最善于”金融创新的国家，而它们亲手缔造的“次级抵押贷款”及其相关的金融衍生品，不仅把自己拖入了金融危机的深渊，而且让整个世界陪绑；现在，美国还试图通过打劫别人以实现自己的经济复苏。

这不都是造成全球经济失衡的重要原因吗？去看看当今世界，当金融投机者在某一金融市场动辄就可以砸出去数亿、十数亿、数十亿美元之时，还能有多少资金在认认真真地专注于实体经济的发展？在其所有的金融总量当中，还能有多少在为实体经济服务？以全球外汇市场为例，每一天的交易量高达5万亿美元，而真正服务于贸易外汇交易占比多少？很遗憾，不足3%。

毫无疑问，中国的实业产能确实有许多“过剩”，而这一过剩确实会导致激烈的市场竞争，而导致资源错配。但我们的问题是：这个过剩与全体美国国民严重透支消费无关吗？与美国次级抵押贷款的发明无关吗？而美国这类“无耻的金融创新”又错配了全世界多少金融资源、资本资源？金融危机发生之后，美国大规模的QE又使金融投机市场扩大了多少？错配了多少金融资源？

另外一个毋庸置疑的问题问题是：全球经济失衡的核心因素是美元霸权。正如美国前财政部长约翰·康纳利说过一句名言：“美元是我们的货币，但却是你们的问题”。不错，这确实是我们的问题，这个问题的核心就是因为美元霸权的存在，全世界其他所有国家根本找不到平衡，而有了这样的不平衡，加上“依据不平衡而产生的各色无理要求”都在时时刻刻地威胁其他国家，尤其是当美国把它当成对手的国家，只要你去满足美国的无理要求，那你就死定了。约翰·康纳利曾经告诉一群专家：“先生们，外国人正试图搞垮我们，但是我打算先把他们搞垮”。说实话，当今世界还没有谁能够有搞垮美国的实力，但被美国搞垮的国家不胜枚举。

我并不认为中国去产能是错误的，但那是中国自己的事，是需要悠着点儿的事。在此关键事项上，我不愿意看到别人指手画脚，更不希望在外部势力的威逼之下，中国以不恰当的力度实施去产能计划。因为，那会导致中国经济一片混乱。试想，大量失业+大量金融坏账+经济增速骤降+国民预期恶化+物价飞涨=？

所以我们说，中国要去产能，尤其要去掉那些落后的产能，但这绝不可能一蹴而就，需要稳健的节奏和精准的适度。但我们同时需要严正反驳美国大人物的“不当言论”，因为事实是，无论是历史上中国产能不断扩大，还是今天外部需求骤减而形成产能过剩，其核心问题都是美国主导的全球经济一体化，全球性产业分工的必然结果。同时，它也是美国构建了过于庞大的金融市场，金融脱离实业的必然结果。

除此之外，我认为，雅各布·卢的言论依然代表着“金融资本主义”立场，金融至高无上，怎么做都对，而所有问题都是实体经济的问题。
