This Tiong got all his priority wrong. Maybe he speak wrongly and offended the dog.

What was the breed of his dog?

Different breeds of dogs have different barks, just like Mandarin Chinese is different from Hindi.
 
Actually it's not a good idea to keep a border collie for a house pet. They have been bred to be the most intelligent working dog breed. It means the chance they go keesiao is significantly higher. Only keep them in a farm as a working dog
 
he should go join the club and learn from the US Dog Whisperer guy .... pay more $$$ but it works.
