The Singapore Democratic Party (SDP) is calling for an independent commission to determine ministers' salaries.

It is among five suggestions tabled on Wednesday by the party's policy unit, which presented a paper outlining their proposals.

The suggestions come as a Government-appointed committee finishes up its own review of ministerial salaries. That committee is expected to announce its recommendations by this month.

The SDP's proposed commission would have the power to determine and review all salaries, adjustments, pensions and claim entitlements by office-holders including retired ones. It would also be non-partisan and include non-Government representatives.

if anyone heeds chee's preaching, it would be off to the big longkang whether u like it or not.
 
The last time PAP agreed to his call for parliamentary committee over healthcare costs, he missed a decimal point and exaggerated tenfold, called it a typo and made PAP look even better.

‘When the man in command thinks of a quiet and peaceful retirement in modest circumstances, there is hope of progress in the country.

The above statement was made by Mr Lee Kuan Yew in 1963.
But that was then. Now, PAP ministers demand millions of dollars to serve in the cabinet.

This change in attitude, made by Mr Lee Kuan Yew himself in the late 1980s, was the basis of the Singapore Democrats' landmark paper entitled Ethical Salaries for a Public Centered Government which was launched this eveining at the Quality Hotel.

Prepared by the SDP's Policy Unit headed by Dr James Gomez, the paper calls for a re-evaluation of the ministers' motivation in serving in public office. It questions the ministers' dedication to serving the nation when they look to rewarding themselves financially instead of performing in the sacrificial spirit of public service.

The paper points out that "Those who aspire to govern the country must be imbibed with a strong sense of selflessness and love for the nation. To enrich oneself financially for one's service to one's country is incompatible with such a type of leadership."

The first comprehensive and in-depth look at ministerial salaries conducted by a political party, the publication notes that ministers' salaries are excessive and that they should not include bonuses (which added to 24 months of the basic salary in 2011).

In his presentation, Dr Gomez said: "Ministers must be compensated fairly but at current levels the pay is excesive. Compared to heads of government around the world, the prime minister is way above."

The paper makes five key recommendations to rein in the high salaries:

1.Establish an independent salary commission to determine ministerial remuneration for each financial year. Such a commission shall compile and publish annually the salaries of ministers, along with their other commercial interests.


2.Do away with variable bonuses such as the GDP Bonus and the Performance Bonus which together can make up to as much as 22 months of the ministers' basic salary. Instead, the pay should comprise of the fixed salary components.


3.Peg ministerial pay to the bottom 20 percent of Singaporean wage earners. The SDP recommends that the MP allowance be 10 times $1,400 (mean wage of the bottom 20th percentile based on the assumption of a minimum wage in place). Ministers are paid three times the MP allowance while the prime minister 4 times more. This will bring the PM's pay to about $56,000 per month. Such an approach will ensure that the living standards of this group rise with the rest of the population.


4.Provide ministers with allowances for expenses incurred while performing their official duties. The claims should be published to ensure transparency and accountability.


5.Move the Corrupt Practices Investigation Board (CPIB) out of the Prime Minister's Office and empower it to investigate all ministers without needing the approval of the President of Singapore.

The paper is published in anticipation of the review of ministerial salaries by the Government-appointed commission led by Mr Gerard Ee which is expected to be ready in December. The SDP's recommendations will be used to compare and contrast with those made by Mr Ee's committee.
 
it's really a mockery when instead of getting itself into the parleement, SDP seems to portray the jedi of know-all in politics. just how practical and relevant their proposal could be leave much to even consider. if they are really and seriously concerned about improving lives of singaporean, perhaps the voters would have felt it and got them into parleement. but after so many rounds of GEs, they are still no where close.

the great era of SDP which once won 3 wards under the tutelage of chiam see tong is over. with chee still around and calling the shots, it would be permanently impossible to SDP to progress much or for that matter to take their words seriously.

they want changes for singapore but when it comes to SDP themselves, there isn't much to be see. chee's still there calling the shots and every shots carries a hidden motive which many can easily see through. just how are the voters going to change their bad impression about SDP? if they can't, how is SDP going to move on frome there?

SDP seriously needs a trueful makeover starting from the top with chee's loosening his reins to another more practical chap to take over. chee could ve a career switch to be the next preacher in the league of kong hee fatt choy. he should do better than fatt choy.:p

gomez must be very sore that they didn't invite him to participate in the MIW's salaries review. if gomez happens to hit another zero or wrongly placed the decimal point, paps MIWs might just keep quiet and smirk at the higher more obscene final pays.

if SDP members who claim patriotism didn't even dare to stop or criticise chee when he did that, what does that make them? same as chee: waiting to see the ruin of singapore.

what was the old pays for ex-presidents b4 they are pushed to being millionaire presidential status? to an average singaporeans such obscene pay seems to be overly excessive.

Whether that figure is reasonable or logical or not, CSJ and SDP have no authority to question or recommendation. They lost every election. If they believe in democracy, the majority decide, not they decide.

we expect progress in SDP from within their camp. if they cannot even do or accomplish that they shouldn't be telling what the paps or other opp parties should or shouldn't do.

A Member of Parliament’s (MP) salary is tied to the mean wage of this group which is a sum of $1,400. Ministers will then be paid a multiple of the MP’s salary. The recommended formulae for ministerial salaries are shown in the table below. The proposed salary will see an 80% reduction of the Prime Minister’s salary although Singapore’s Prime Minister will still be the world’s highest paid.

4. Provide allowances for Ministers. Ministers should be allowed to make claims for expenses when performing their officeal duties. These claims should be governed by a schedule similar to that of civil service regulations, and be published by the independent salary commission.

5. Establish an independent anti-corruption board. The Corrupt Practices Investigation Board (CPIB) should be made an independent agency by moving out of the Prime Minister’s Office. CPIB should be directly answerable to the Parliament and be able to conduct investigations on all political office holders without needing the approval from the Singapore President.

Ultimately, SPD hopes to achieve three objectives through their proposal. They are:

Address the call by Singaporeans for fair and ethical salaries for our elected public officials;
Ensure that ministers do not lose focus in raising the standard of living of all Singaporeans, and not just those at the top of the economic change; and
Attract national leaders who are dedicated to serving the country and people, and not individuals who focus on advancing their own monetary interests.
SDP also hopes that this report can serves as an alternative for Singaporeans to compare and contrast against the proposed ministerial salaries draw up by the Government appointed committee which will be released by the end of 2011. A copy of this report will be sent to the Government appointed committee, as mentioned by Dr James Gomez head of SDP policy unit.

chee doesn't even honest about his own income. he just wanna present himself as a "bankrupt" zipping around in a toyato VIOS. what qualify SDP to recommend MIWs' pays? it's very preposterous and ludicrous.

anyway, pap always have a way to manouvre whatever they wanna pay themselves with or without the voters' approval. :(
