BANGKOK: Allegedly aimed at busting visa abusers and illegal migrants, a Thai police operation called "X-Ray Outlaw Foreigner" has raised questions about racial profiling and fears for asylum-seekers caught in its web.

Tens of millions of tourists come to Thailand each year for the cheap living and postcard-perfect beaches, with some seeking out the seedier thrills of a bustling sex industry.

But as weak law enforcement, porous borders and corruption help make the country a hub for transnational crime, Thai authorities are intensifying Operation X-Ray - a programme that started about a year ago - with more than 1,000 people arrested in recent weeks, most for overstaying their visa.

Although the vast majority caught in the dragnet are migrants from nearby countries, the racial overtones of the campaign have sparked concerns about profiling based on skin colour.

"Our job is to classify who are the good dark-skinned people and who are the ones likely to commit crimes," said immigration bureau chief Surachate Hakparn.

He told AFP that the operation was aimed at weeding out visa overstayers and nabbing criminals - especially "romance scammers" who lure lonely locals online to defraud them of cash.

He insisted that the romance scammers are often Nigerian or Ugandan.


'SUSPICIOUS TARGETS'

At the start of one night time operation witnessed by AFP in Bangkok's rowdy Nana district earlier this month, about 75 Thai police officers stood in rows at a briefing.

"The suspicious targets are the dark-skinned people," shouted an officer. "First, we search their bodies, then we search their passports."

Soon they began stopping suspects, including three people from Mali who were tested for drugs on the spot.

By 11:55 pm, almost 30 individuals - about half of whom were black - had been rounded up.

Only one was Caucasian, a Frenchman caught smoking marijuana.

Surachate's staff said details on the breakdown of nationalities was "confidential".

But in the first two weeks of October, police arrested a Korean citizen wanted by Interpol for sexual assault, and busted a team of four Nigerians and 16 Thais allegedly involved in romance scams, according to authorities.

They also found a Laos national who had overstayed his visa by more than 11 years.


ESCAPING PERSECUTION

Thailand's reputation as a place to disappear and reinvent yourself combined with lax visa rules can be a headache for law enforcement.

The junta that seized power in 2014 justified its power grab by promising stability amid street protests and political upheaval.

But rights groups warn that refugees and asylum seekers who transit through Bangkok en route to a third country for resettlement are also being ensnared in the latest police operation as they lack legal protections.

According to rough estimates from the non-profit Fortify Rights, there are about 100 adults and 30 children who fit this description, mainly from Pakistan but also from Syria and Somalia.

"Thailand's immigration crackdown has swept up refugees and asylum seekers, sent young children into horrid, prison-like conditions, and appears to have clear aspects of racial profiling against South Asians and Africans," said Brad Adams, Asia director at Human Rights Watch.

Do pigmentation and the melanocortin system modulate aggression and sexuality in humans as they do in other animals?

Abstract

Pigmentation of the hair, skin, cuticle, feather and eye is one of the most salient and variable attributes of vertebrates. In many species, melanin-based coloration is found to be pleiotropically linked to behavior. We review animal studies that have found darker pigmented individuals average higher amounts of aggression and sexual activity than lighter pigmented individuals. We hypothesize that similar relationships between pigmentation, aggression, and sexuality occur in humans. We first review the literature on non-human animals and then review some of the correlates of melanin in people, including aggression and sexual activity. Both within human populations (e.g., siblings), and between populations (e.g., races, nations, states), studies find that darker pigmented people average higher levels of aggression and sexual activity (and also lower IQ). We conceptualize skin color as a multigenerational adaptation to differences in climate over the last 70,000 years as a result of “cold winters theory” and the “Out-of-Africa” model of human origins. We propose life history theory to explain the covariation found between human (and non-human) pigmentation and variables such as birth rate, infant mortality, longevity, rate of HIV/AIDS, and violent crime.

Tourist in Thailand has face bitten by street worker after they rowed over price of her services

A tourist was bitten in the face by a street worker after the pair got into a row over the price for her services.

Holidaymaker Shashank Agarwal was drinking with friends on the notorious Walking Street in Pattaya, Thailand, when he was about to go home at 4am today.

But Shashank started talking with local prostitute Sukanya Pafaek before asking what price for her to return to their hotel.

But negotiations over the fee broke down with each person becoming angry and the Ms Pafaek, 38, claims the man then started grabbing her arm and refusing to let her go, which caused a scuffle.

Footage taken by horrified onlookers shows the pair grappling on the floor at the entrance to a nearby bar before Sukanya mauled the tourist.

Shashank, 30, was heard howling in pain as Ms Pafaek in high heels and a black waist high mini-dress sank her teeth into his lower lip and wouldn't let go.

The Indian man emerged from the fracas with blood pouring from his mouth and half of his lip hanging off having been severely bitten.

He said: "I didn't do anything. We were just talking and she attacked me."

Police arrived on the scene and separated the pair as they calmed the argument.

Ms Pafaek admitted she had bitten the tourist's face but claimed it was in self-defence after he first attacked her.

She said: "I don't know him. I was just walking home and we started talking about going together.

"He did not want to pay. Then he held my arm and slapped my face. He was drunk.

"He attacked me first so I fought back to defend myself. I bit his lip to try and get him off me. Because he was attacking me. It is not my fault."

Shashank went to Pattaya Memorial Hospital and Ms Pafaek was taken to the Pattaya City Police Station where she was held in custody and due to be questioned later today.

Police crime suppression inspector Sakchai Chanlarong who attended the scene said: "Police arrived at 4am and found an argument between a woman and an Indian tourist.

"Blood was flowing from the tourist's mouth.

"From speaking to initial witnesses, there was an argument with her and the group. The lady claims that the Indian man started the fight by touching her.

"Neither person has been interviewed and we are investigating the incident by speaking to witnesses and checking CCTV.

"We follow according to the law and we are confident that both people will apologise to each other and we can settle the case."
