As it is, children born within wedlock have two parents and that too, many families are struggling to support their children. By having children out of wedlock, which means the biological dad can shirk his financial duties, won't that put pressure on the single mum even more? How is that going to encourage people to have more babies out of wedlock?

On the other hand, if supporters of the "out of wedlock scheme" say that can be addressed by making the biological dad financially responsible, then my question is how then the heck is that any different from the traditional family unit which bears children within wedlock?

It had already been proven in America that their high crime rate in the 80s or 90s were due to the high number of children born out of wedlock in the earlier decade.
When they legalised abortion the crime rate drastically reduced in 2000.

Actually the person who first thought of it could be Old Man. I remember many, many years ago, Old Man toyed with the idea of doing away with the Women's Charter, allowing men to have more than one wife or mistress in order to solve the TFR problem. Recently this method of solving TFR was raised again by one blogger (could not remember who but it could be Lucky Tan). By wedlock babies, it is not like what we understand it here.

In Europe, it is very common for couples to co-habit without ever getting married, instead of waiting for marriage before living together.

In Singapore, where you have to wait 3 to 4 years for your BTO flat because of the bao jiak HDB sales housing scheme, the problem is compounded. That delay probably reduces TFR by 1 to 2 in the prime period of the couple's productive life.

In liberal Europe, marriage is no hurdle to having babies. In Singapore, it is but a bigger problem is the physical problem of not being able to live together.

The housing programme is a greater problem than what we normally assume but some aspects of it can be solved easily.

So PAP's problem is not a problem of finding the right solutions but a decision problem of picking the right solutions.

population density is the key. on paper, it may seem that we only have over 7K folks per squared kilometre. the actual population density is way much higher after reducing the non-liveable space, e.g. golf courses, reservoirs, roads, factories and army training facilities. cut down the population size if they want a high TFR.
