Let me see how this might mean in practical terms:

1. Only PAP supporters can be employed to work in the civil service, GLC and stat boards
2. Investments made by non-PAP supporters will not earn interest. They invest at their own risk.
3. Investments made by PAP supporters will be guaranteed against losses.
4. PAP supporters will be given discounts/rebates for travel on public transport, purchase of groceries, payment of medical bills.
5. PAP supporters will be given free health and accident insurance with no limit.
6. PAP supporters need to pay 10% of the COE price for the purchase of cars.
7. Mortgage rates will be at least 70% lower for PAP supporters

In my opinion, the government should tighten its reign. The reason is simple. Liberalisation does not imply that life will be better. It could end up a lot worse.

I don't think Iraq is a good reason to justify dictatorial rule and you are ignoring other factors that make it the failed state that is today. Iraq was under a minority Sunni rule and when Saddam's govt collapsed, the Shi'ite took this chance to take revenge against their former Sunni rulers resulting in massive chaos it is today. Westerners often fail to take account of the tribalism nature of Middle East nations.

LKY, dictatorial as he may be, implement the Sedition Act to to protect religious sensitivity and took a hard stance towards racism. The president also have a role of scrutinising any Bill to ensure that minorities are not discriminated.

However, Saddam Hussein discriminated against the Shi'ite Muslim and made them feel like second class citizens. He could have followed LKY's path and easily implement measures that ensure equality for both Muslim sects but he didn't.

Furthermore, no countries in this world ever got rich by being a dictatorship. In fact, I would argue that liberalization is the path to prosperity. Both India and China had to open up in order to prosper. During Deng Xiaopeng's reign, he had to give his citizens more freedom and rights than under Mao's rule. South Korea may have benefited economically under Park's dictatorial rule but the June democracy movement overthrew the fifth republic and establish a more liberal and fair sixth republic.

USA could not have been the world's most innovative country if it was still under a dictatorial rule and this would apply to other western European nations as well. No sane human beings will forever want to be under a dictatorship.

Singapore has gone way past the need for totalitarian rule and becoming a more liberal state will not result in a multi-racial riots or instability.
