It is not very possible to be issue a retrenchment or terminated letter from companies especially sme.
Like my friend company his boss tell him the post no longer needed. So he can send in resignation letter and company will pay the last month salary.
Alternative the boss issue him a termination letter
But his employment record will have a history of termination job.
So my friend choose give a resignation letter.
Also most companies do not fancy issue retrenchment letter as the employee may use it to claim benefits or inform MOM instead.

I believe government if really want to help people short term.
Then the criteria should be more straight forward.
Example adult past 3 Months income less then certain amount or jobless zero.income. Then they can claim an amount for numbers of months period. Also the person must joining the government job portal to try seek employment etc. Guide line should be clear to claimant and not required lots of documents to verify here and there
