Can S'poreans may dress fashionably even in warm weather?

S'poreans often cite the warm and humid weather for them dressing sloppily when out and about. Even though it is possible to dress in fashionable summer tops and bottoms (without layering) paired with casual footwear, many people do not give a second thought to leaving their homes in torn and faded T-shirts, tank tops, shorts and slippers. Why do locals not take more pride in their appearance when going outdoors?
 
Summer breeze are cooling. We don't have that option.

I stick to loose cotton or linen pieces, lighter colors, and breathable shoes. I also bring a thin outer shirt just in case I end up somewhere with strong air-con.
