There is no end to the greed of the PAP.The PAP-Gov never has any intention to let commoners own cars fairly giving the excuse to encourage you to take public transport which keeps breaking down.
Irony is, even if 90% of all private cars suddenly disappear, PAP will try all means to recover the lost $Billions in revenue from COE/ERPs/Petrol/ARF taxes etc. by increasing GST further and through all kinds of ranjiao taxes. In other words, PAP just want to siphon your monies as much as possible and fark you in the arse every day while enriching themselves and staying in power.
The pledge no longer exists once making money takes over. Give wrong people with power is the consequences all sinkies have to bear because of 65%.
Based on current prices, we have approached the day when only the top earners are able to possess a car. This makes car ownership even more attractive to those who can afford it. COE prices continue to climb, pricing out the average middle-class family. Owning a car is now an unrealistic dream for 90% of S'poreans. Is there a fairer way to distribute the limited number of COEs, or should it continue to be down to affordability?

I agree with you 100%. The govt doesn't want a levelling down of talent; they prefer the people to level up in a survival of the richest. Over in Malaysia, crutches and wheelchairs are provided for the majority. In time, their entire body will be too weak to move around without a stretcher.Wheelchair ownership will be affordable for all. No need for COE or ERP.
A fairer way is to issue COEs for bidding by residential status….
80% of COEs for Sinkies and the other 20% for foreigners (including PRs). Let the 20% out bid themselves for a car and fund the gahmen kitty.

1. Gov need to state their objective and priorities clearly first, before anything else can be implemented. Becos if the objectives and priorities are not well defined, the problems & arguments can never be leesolved.
2. It is a fact that sg land and road is scarce, so the rule should not just freely allowing anyone to own a car. There is no need for argument on this.
3. Leeference to pt 1, if the gov wants to prioritise money in their pocket, a coe system is needed, so that only the elite and any sinkies who are non elite, but want to have this luxury, they can choose to pay for it.
If the gov wants to prioritise sinkies affordability, then do away with coe system and do a balloting system.
4. If the gov leecided to prioritise their own pocket first, the next issue would be, how about taxis and PHVs?
Gov will need to have a separate coe bidding system, one for pte ownership, and one for business usage.
Which means, if a vehicle is bidded in this category, they will not be allowed to use it for pte. It needs to have a separate car plates indicator like eg a goods vehicle. With G plate.
Any user caught with misuse will be heavily fined and yellow card given.
Red card to be issued for the unleepentant.
5. If the gov leecided to prioritise sinkies welfare over money, then a lucky draw balloting is needed. This lucky draw ticket can last for say 5 years, to allow lucky sinkies to own a car, for a x period of their lifetime, then let god leecides again, the next round who can own it.
Again, separate this balloting with the business owners, and again, the heavy fines and yellow red card rule still applies.

That was before PAP flooded the country with economically beneficial professionals, educators, high end skilled persons and relocated businesses.When I was a young father ferrying my children to their grandparents' house, kindergarten, primary school, clinic etc., I never considered my car a luxury, but a godsend on stormy mornings when the rain was relentless.

If the govt is serious about reducing the cost of living in SG, expel most of the foreigners to reduce prices of homes, cars and just about everything else here.
