The hymen of virgins aren’t exactly fully intact, there is a vast degree of the size of the hole in the hymen at puberty to allow menstrual blood to flow out. The hymen stretches and tears when any object that is larger than the natural perforation penetrates into the vaginal opening, very much like skin/membrane tearing.

So the device to perform papsmear needs to stretch the vaginal opening to about the circumference of about over an inch and a half. So virgins wouldn’t want their hymen to tear after going through papsmear.
