CAF will be next CDF

Shouldn't the CDF come only from the army? I dun think any other country have their air force and navy chiefs promoted to CDF.
 
The US and the UK have rotated amongst their services. So why not Singapore? LG Bey Soo Kiang was from the air force and the CDF back inthe 1990s. How do you expect them to promote BG Singh so fast?
