The Budget Terminal opened for operations on 26 March 2006. It was built in response to the emerging trend of low cost carriers (LCCs) in Asia.

To make way for the construction of Terminal 4, the Budget Terminal will be closed. This is to cater to the continued growth of air traffic at Changi Airport and further strengthen Singapore’s air hub status.

<UPDATE> With the closure of the Budget Terminal (BT) at Singapore Changi Airport on 25 September 2012, airlines currently operating at the terminal – Berjaya Air, Cebu Pacific, Firefly, Mandala Airlines, South East Asian Airlines and Tiger Airways – will move their operations to Terminal 2 on that day.

CAG has also reassigned the check-in counters for existing carriers in Terminal 2 to accommodate the BT airlines. The revised list of check-in counters at Terminal 2 can be found in the media release and here.

Improvements are being made to key touch points in Terminal 2 to enhance the travelling experience for passengers. For example, the Departure and Arrival Immigration areas are currently being upgraded to increase the number of automated immigration gantries. In addition, the taxi waiting area in the Arrival Hall will be expanded and additional taxi bays will also be constructed.

With more passengers expected to come through Terminal 2, plans are also in place to boost the manpower of ancillary service providers such as trolley retrievers, taxi coordinators and cleaners. CAG is also working with key partners such as the Immigration & Checkpoints Authority of Singapore, Singapore Customs and Certis CISCO to ensure adequate manning, especially during peak hours.

Waste money building less than 10 year old.
Build so many terminal will be white elephant. Now Qantas shift their HUB to DUBAI. Some other airline will also shift partially.

Singapore can do a lot better. Its among the least transparent in air statistics which airlines relied on for their flight plannings. It even stopped reporting traffic to S. Korea, one of our biggest trade partners. For China its one lump sum with all China airports combined. WTF! When wrote to them, the usual crap response is they have recently 'done a comprehensive review' and declined to publish due to 'secrecy' requirements. You know which Ministry is in charge right? The same one sleeping on the job when our trains stopped working. Forget about TDB our so called Trade Development Board, an oxymoron. You need to go in person to pay them for trade data when countries like Australia and Europe, IMF, World Bank, UN gives away for free. Our SME get little breaks from these clowns. TDB also acts as a rent seeker. Collect $4 stamp fees for every export declarations. There is also a $2 data transmission fee to another rent seeker (forgot their names). For DHL, Fedex and UPS we are talking about for every parcels sent in and out of Singapore. Then there are jiak leow bees agencies like comptroller of undesirable publications who vet each and every publications that when through our cargo terminal, there is censorship board which vets videos (tip for gays - declare them as medical instructions), finally arms and explosives department who told us that any 'guns' are disallowed, including 'electronic starter guns' the ones you see at the London Olympics. There might be changes as I left the industry long time ago, probably glacial like.

No single person, let alone a minister, is responsible, as in all cockups in Singapore. Unless is a credit to be taken, then a minister, or PM himself when be praised sky-high, and is regardless if this person really contributed.

The Budget Terminal was completed in December 2005 and opened for operations on 26 March 2006. It was officially opened by Minister for Transport and Second Minister for Foreign Affairs, Raymond Lim, on 31 October 2006.

The chairman of CAG is Liew Mun Leong.

The construction and other related costs of the Budget Terminal were about S$45 million. The Budget Terminal underwent a $16 million expansion programme from mid-2008 to mid-2009 to increase the terminal’s handling capacity.
