A set of documents marked as “top secret”, which contain information about the security of the Porton Down chemical laboratory and passwords for access to its computers, has been discovered by a London man. The Ministry of Defense launched an investigation.


The British Ministry of Defense has begun an investigation into the secret documents from the science and technology lab in Porton Down and the way they ended up in the garbage can, reported Daily Star citing the agency. The laboratory was instrumental in the investigation of the causes of poisoning of GRU’s Sergei Skripal and his daughter Yulia.
Thousands of pages marked "top secret", which contained, as the newspaper notes, the information of the Defense Ministry’s laboratory, was found a London man in a trash can near a parking lot. The documents are dated 1980–2017.
The papers contain data on the equipment Porton Down security personnel, on the duties of a special police unit that patrols the base perimeter, passwords to computer systems and addresses of security guards.
An intelligence expert interviewed by the publication said the information was “a terrorist’s dream”. An ex-police officer, who has been associated with one of the world's most secret chemical laboratories in the past, noted that if those documents had gotten into the hands of British opponents, it would have been a disaster.
A representative of the Ministry of Defense of Great Britain said in an interview with Daily Star that they took the protection of personal data very seriously and had a number of procedures, including the data protection act to ensure that. They expect that third parties who legally store their data would also abide by strict standards and rules. They can confirm that the investigation had indeed been launched.

Files from the UK’s top-security chemical lab at Porton Down were allegedly found in a public dumpster. A former MI5 agent told RT that, if true, it could have been done by a spy or whistleblower.
British tabloid the Daily Star claimed to have discovered thousands of pages of documents from the Defense Science and Technology Laboratory at Porton Down inside a simple wheeled trash bin in a London car park. The publication said that it was initially alerted about the stash of documents last week by “a member of the public.”
The paper shared a photo of its reporter holding a thick pack of white paper as he was standing next to a green garbage container. The documents are dated from the early 1980s to 2017. To back up the potentially bombshell find, the DS provided what appears to be a screenshot of one of the documents, which contains rubberstamp marks signed ‘duty station officer’ and ‘Ministry of Defence’.

The lab at Porton Down is considered to be among the most secretive and heavily-guarded military sites in the world. It is focused on developing "effective countermeasures to the constantly evolving threat posed by chemical and biological weapons." The site stores samples of Earth’s most deadly pathogens like anthrax, plague, and Ebola, as well as lethal nerve agents used in warfare, such as sarin. The facility also came under the spotlight last year when it was involved in the investigation of the Sergei and Yulia Skripal poisoning case.
Despite the extremely tight security of the lab, the documents contained detailed descriptions of guard duties and the equipment carried by security personnel at the site, according to the Daily Star. What’s more, the home address of one of the guards and “the password to computer systems written in plain text” are also apparently listed there.
The Defense Ministry confirmed to multiple British news outlets that it had launched an investigation into the incident.

Former MI5 officer Annie Machon told RT that “it would be incredibly difficult to get a large number of documents” out of Porton Down. She described three scenarios of how it could have happened if the story is true.
For starters, the top-secret files could have been taken out by a “disgruntled employee” who would then end up “losing their nerve, and just trying to throw them in the rubbish and get rid of them.”
I think the second [scenario] could be that there might have been someone who was working as an agent, a spy, a mole, in Porton Down, who was taking these documents and putting them in what used to be known as a ‘dead letter drop,’ where the handler… would be waiting to pick them up.
The third option is “a whistleblower” from inside providing the information to “a journalist in the same way as they would [to] a spy,” Machon said.
The risks from dumping files from Porton Down are “potentially huge,” the former MI5 agent said, and while passwords “can be changed easily,” revealing the identities of the staff “could be very damaging.”

A member of the public alerted the Daily Star to the leak, which covered files from the early 1980s to the end of 2017. After former Defence Secretary Sir Malcolm Rifkind called for an inquiry, the Ministry of Defence has launched an official probe into the startling revelation. The information in the files included details of equipment held by security guards, the home address of one the guards, responsibilities of special police who patrol the base and a password to computer systems.

A Ministry spokesman has confirmed an inquiry is underway: “We take the protection of personal data very seriously and we have a range of procedures in place to do so, including complying with the Data Protection Act.
“We also expect third parties who legitimately hold our data to apply similar strict procedures.
“We can confirm that an investigation has been launched.”
The bin the papers were found in is located in a site popular for dumpster diving, where homeless people are known to rummage bins for food or things to sell.

Mr Rifkind said: “You would have an inquiry in a situation like this, especially when there is a risk of this information falling into the hands of foreign powers or terrorists. This would automatically lead to an inquiry.”
Indeed, one intelligence expert has described the papers as a “terrorist’s dream”.
Meanwhile, a former police officer who worked with Porton Down explained: “This 100 percent could have ended catastrophically. Someone somewhere has not done their job.
“What could have happened is far worse than what did.”

Porton Down’s Defence Science and Technology Laboratory was opened in March 1916 and occupies 7,000 acres of land.
The Ministry of Defence is currently headed by Penny Mordaunt who is also a naval reservist but her predecessor Gavin Williamson also faced criticism of suspect leaks.
Last January, Mr Williamson was accused of leaking intelligence by the Sunday Times after giving an interview where he claimed Russia could cause “thousands and thousands and thousands” of deaths with an attack on British energy supplies.
A MOD spokesman rejected the claims: “The Secretary of State did not release any classified material at any point during discussions with the media.”
Miss Mordaunt replaced him after the leaking of confidential information from a National Security Council meeting, Mr Williamson initially refused to resign but was sacked by Theresa May who said she had “compelling evidence” that Mr Williamson was responsible for the leak.
Mr Williamson denied the allegations and insisted a “through and formal inquiry” would have exonerated him.

Professor Anthony Glees, the director of Buckingham University Centre for Security and Intelligence Studies (BUCSIS) claimed Russia would be “laughing at us” following the leak. The Daily Star were contacted by a member of the public, who collected the documents, which were dated between the 1980s and 2017. Prof Glees waded into the debate on security after former Defence Secretary Sir Malcolm Rifkind ordered a probe into the debacle be launched.

He said: “If genuine, it will be a national disgrace.
“Because their discovery in a trash bin will inevitably undermine confidence in our ability to defend our national security interests.
“Russia’s GRU will be laughing at us along with their vicious master in the Kremlin.
“Porton Down is one of our most secret establishments. A nation that can’t keep its secrets is a nation that can too easily be undermined by a foreign power.”

He added: “Details of identities could have been stolen and used by an adversary or enemy of the United Kingdom.”
