Boy, 14, to be tried as adult in rape case. Where are the oppies?

A 14-YEAR-OLD boy who has been charged with raping a 16-year-old at a lift lobby will be tried as an adult.

Believed to be the youngest to be tried for rape in Singapore's High Court, the boy is also accused of molesting a 21-year-old woman.

He was first charged in the Juvenile Court - which has since been renamed the Youth Court - last July for offences such as snatch theft and housebreaking.

But while out on bail, on the night of Oct 3, the teenager allegedly grabbed the buttocks of a woman at the staircase of a block of flats. On Nov 21, he allegedly raped a girl twice, once after threatening to take out a knife if she did not lie down. He also allegedly violated her with his finger and a comb.

Bail was revoked after the teen was arrested for rape that month. He now faces two counts each of rape and of sexual assault by penetration of the 16-year-old.

Each charge carries a maximum of 20 years in jail and caning. His case has since been transferred to the High Court, which has wider sentencing powers and can impose corporal punishment on a person aged between 14 and 16. If the boy is convicted, he can be caned, but with a light rattan.

A spokesman for the Attorney-General's Chambers (AGC) said the offences of rape and sexual assault by penetration can be tried only in the High Court. The AGC applied for the remaining charges to be transferred so they can be dealt with together.

The boy also faces some less serious charges. On June 20, 2013, he and accomplices allegedly stole an electric shaver, some perfume and manicure tools from a unit at Redhill Close.

Last July, he allegedly received a stolen ez-link card and he and his accomplices allegedly broke into a flat in Redhill to steal $300 and cigarettes. The next day, they allegedly stole a mobile phone, cigarettes, a wallet and $1,500 from the same victim. Hearing dates have yet to be set for his plea to be taken.

This physically violent 14year old seems to make Amos Yee seem like an angel... Yeah, 16 yr old Amos insulted LKY and many Singaporeans I know do worship LKY like some God of wealth..., AND Amos also said some rather disparaging things against Christianity... However, at least Amos did qualify himself in so far that he categorically listed out the difficulties that he experienced adapting in a local public school (e.g. how anal-retentive some senior administrators were).
Reckless though Amos was to criticise Christian religion despite his obvious lack of experience in life in general and faith in particular, it is to be noted that many Christians were able to quickly discern and forgive him based upon their analysis that Amos outburst was probably the result of a precocious teen not getting the right guidance. Mischief nor insult was probably not Amos primary intention: the venting of frustration in video and words was.

This 14 yr old however, threatened a 16yr old girl with a knife (or the threat of physical harm) to both rape and sexually penetrate the girl ... Dunno what kids are up to these days... With internet so prevalent, I really do think that more parents should spend MORE time at home with their kids rather than allow kids to come to their own devices and allow the 'lord of the flies' movie like incidents developed right before our eyes... Perhaps all kids under 18yrs should be closely monitored either in NS or in school for those doing poorly. All 16yr olds not in school/ in early NS should be allocated a mentor so that they neither partake in illicit activities NOR influence others to do so...

Caning as primary measure plus jail for the 14yr old will probably not help, maybe a stint in boys town under compulsory supervision would... And the parents should be closely observed if not supervised too... Only reason it seems why the case is heard in high court is because the rape charge is beyond the qualification/ jurisdiction of the juvenile court (junior judge) to preside. High court however, should exercise its latitude of appropriate choice of rehab/ punishment to remedy this case... My suspicion however is that some adults were responsible for misguiding this teen: these irresponsible or possibly criminal adults (possibly the parents) should be called to task too...
