Born With Hands Like A Kangaroo

Is there a medical term for people who are born with hands like a Kangaroo.
Dun really knows how to describe it but their hands are pretty short, not agile and not able to stretch out.

I've seen a couple of guys who are like that and one of them is an "ang moh" living in Thailand with his Thai wife and kids.

Not many people knows about the medical term and we hardly come across such people.
I have been observing such a guy during lunch time and life is tough for him.
