KAMPAR, Malaysia - A 14-year-old boy pleaded guilty to committing incest with his 16-year-old sister at a magistrate's court here.
However, no sentence was meted out, as the court was waiting for a report from the Welfare Department.

The incestuous act led to the birth of a premature baby girl on Dec 15.

The media were not allowed to enter the courtroom to observe the proceedings.

The offence was committed between December 2017 and May 2018 at a house in Taman Diawan, here.

KUALA LUMPUR - The siblings from Kampar, Perak, who were involved in an incestuous relationship will be undergoing counselling by the Welfare Department, says Deputy Women, Family and Community Development Minister Hannah Yeoh.
She said the goal would be to rehabilitate both the boy, 14, and his sister, 16.

"This is why I tell the Welfare Department, in all these cases, we must not stop at just catching who is responsible or giving them 'first aid' but must also ensure that we have rehabilitation (programmes) for them," she said.

An emphasis on rehabilitation, she added, was especially important in this case.

"Even for the young boy who did wrong, we must make sure he goes through rehabilitation. We do not want his life to be wasted," she said.
The boy was arrested in December last year after his sister gave birth to a premature baby girl in the toilet of their family home on Dec 15.
The case, she said, underlined the need for proper sex education in schools.
"Sex education in the country needs to be reviewed so that it is relevant for today," she said yesterday.
Meanwhile, social activist Hartini Zainuddin, who works with teenage mothers, said there was always the element of shame when incestuous relationships were discovered and the girls were usually blamed as "promiscuous".
"Unless a police report is made, the Welfare Department cannot interfere to assist the victim."
