This is a half fuck proposal.

Either you add in conditions like

1) Singaporeans too can opt to pay to get out of NS liability.
2) If no choice need to serve NS, pay the NS boys minimum 2k per month.

If not this Neh is just talking cock. His proposal only serves to collect more taxes for his masters, no benefit at all to Singaporeans.
