I suppose between Bilahari and Hong Kee, the choice is obvious even though Sam may not actually like Hong Kee very much.

Not really... by favouring HK over B, he gets a chance to be close to Sun Ho. That's his ultimate goal.

I don't agree with Hong Kee on his methods of fund-raising for Sun Ho' s crossover project, but I also do not agree to Bilahari's criticism of Hong Kee on his ministry visit to Japan. The two are not the same. I am glad I do not have to make a choice as who I like.

Don't mind him too much, he is simply talking a lot to overcompensate for his own underachievement in the civil service, in his own honest opinion. ;)
