警方发射水泡催泪弹镇压集会
民联指52人被捕包括5名学生

尽管遭到警方以水泡和催泪弹镇压,但是雪州大臣卡立为首的代表团还是顺利抵达国家皇宫提呈备忘录,要求国家元首捍卫雪州子民获取合理水价的权力。

卡立与其他行政议员和民联领袖是於下午2点15分左右,成功将这份获得25万民众签署的备忘录,呈交给皇宫官员。

较早时,卡立和其他行政议员是大约下午2点乘坐官车从国家回教堂前往国家皇宫。
尽管他们的官车获得警方放行,但是尾随在后的7000名“还水于民”集会者却惨遭警方以水泡和催泪弹驱散,因此无法按照原定计划抵达国家皇宫,只好被迫折返国家回教堂。

根据民联领袖,驱散过程中总共有52人被逮捕,他们已经被带往蕉赖警察局。

旧火车站前截住集会者

警方和镇爆队是守在吉隆坡旧火车站前阻止他们迈进,并且发射水泡和催泪弹驱散,结果民众纷纷逃离,一些人跑入旧火车站内避开呛鼻的烟气,大约2000人则还受困在国家回教堂那里。

不过,也有大约2500人成功突围而出,朝向皇宫附近的甘榜阿达(Kampung Attap) 前进。

无论如何,他们却遭到警方所阻,并下令解散,因此只好透过京那巴鲁路折返国家回教堂。

在驱散过程当中,警方也连续向集会群众发射多轮水泡和催泪弹,一些目击者甚至指警方从直升机上发射催泪弹。

查尔斯投诉遭警员脚踢

在下午2点55分左右,超过100名镇爆队队员和警员也开始迈向国家回教堂,并且继续发射水泡和催泪弹来驱散和逮捕人群,一些民众也惨遭镇爆队队员和警员殴打。

行动党巴生国会议员查尔斯在推特上就投诉,自己惨遭警员捉住和脚踢。不过,警方随后放过他。

无论如何,民联领袖随后在下午3点15分左右成功与警方达成协议,他们承诺和平解散,而警方也会释放被捕的民众。

吉隆坡副总警长阿玛星(右图中)公开向民众保证说,“如果大家自愿和和平解散,那么我不会逮捕任何人。”

尽管一些群众坚持要等到警方放人后才离去,但是回教党瓜雪国会议员祖基菲里和沙亚南国会议员卡立沙末成功安抚这些民众,要求他们解散。

根据公正党安邦国会议员朱莱达,国家回教堂一带总共有47人被捕,包括5名学生。他们分别被扣留在两辆卡车上,第一辆卡车有32人,第二辆有15人。

不过,这不包括较早前被捕的社会主义党三名领袖,包括其主席纳西尔、总秘书阿鲁仄万,以及塞瓦拉占。

人权委会抨警方不专业

她也投诉,警方过度使用暴力,这包括出动水泡车和300名警员来驱散群众,以及发射超过20枚催泪弹。

人权委员会委员莫哈末沙阿尼(Mohd Shaani Abdullah)在受询时同样表示,他们发现警方一些不专业的处理手法。

“他们应该获得更多的训练,他们的工作不是要攻击或者侮辱人民,这是不恰当的,因为他们必须专业行事。”

“这也导致人民不满警方。尽管他们可能没有准证,但是警方也不应该使用攻击性的字眼。”

祖基菲里也表示,他们将把警方暴力的事件带上国会讨论。

Malaysian police fires tear gas and water cannons at protesters

KUALA LUMPUR: Thousands of protesters turned up in front of the National Mosque to support the handing over of a memorandum on the Selangor state water issue to Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin at Istana Negara.

All roads leading to the palace and the mosque were guarded and blocked by police causing a massive traffic jam in various parts of the city.

Before the protest, Parti Sosialis Malaysia chairman Dr Nasir Hashim, party secretary-general S. Arutchelvam and Shah Alam Councillor A. Sivarajan were arres?ted on their way to the mosque but were immediately released.

Most of the demonstrators, who were wearing red T-shirts, held flowers as a sign of peace but were chanting loudly, creating chaos at the vicinity of the mosque.

The protesters who gathered from noon waited for the arrival of Selangor Mentri Besar Tan Sri Khalid Ibrahim who gave a speech at the mosque before proceeding to the palace and handing over the memorandum bearing 150,000 signatures to a palace official at 2.10pm.

Among the contents of the memorandum was to request the King to order the rights over water resources, now handled by Syarikat Bekalan Air Selangor (Syabas), to be returned to the Selangor state government and for the King to review the objectives of the Water Services Industry Act 2006.

Water has become a controversial issue in the Pakatan Rakyat-led state and currently there is a stand-off between the state government and the Barisan Nasional-led Federal Government over the earlier proposed Pahang-Selangor raw water transfer project.

The Federal Government said 1,890 million litres of raw water would be pumped daily from Sungai Semantan to the Hulu Langat water treatment facility in Selangor while Khalid said there was no need for haste as there was enough water to meet the demand until 2019.

City police chief Deputy Comm Datuk Zulkifli Abdullah said about 4,200 participated in the protest and confirmed that 58 men were detained and released after questioning.

He was disappointed that after Khalid had delivered the memorandum, a group of political leaders and supporters continued to march to the palace.

He added that it took the police an hour to control the crowd and some protesters had provoked the police by throwing stones at them.

DCP Zulkifli said those wearing red T-shirts were approaching the Kuala Lumpur railway station when the Federal Reserve Unit (FRU) personnel blocked them and that police had to fire over 20 tear gas and water canons on the protesters when they refused to disperse.

Klang MP Charles Santiago alleged he was among the 58 men who was detained after being beaten up by the FRU.

He claimed that a few others including a young woman and an elderly man were also severely beaten up.

Everyone dispersed at about 4pm after discussion between Pakatan Rakyat leaders and the police.
