Russia works on 100-ton monster ballistic missile. 46193.jpegIn connection with the plans of the United States to develop the air defense system in Europe, in close vicinity to Russia's borders, and because of the unwillingness of the US side to provide any guarantees, the Russian Federation continues to take measures to preserve parity in the field. In particular, Russia's Strategic Missile Forces (SMF) will be renovated with the help of state-of-the-art Topol-M and Yars complexes during the upcoming ten years. In addition, Russia will pass into service a new intercontinental missile of enormous power.

"The decision about the creation of the new silo-based missile system with a liquid-fuel heavy missile has been made. The complex will have increased possibilities in overcoming the prospective missile defense system of the United States," Sergei Karakaev, the commander of the missile troops said.

The new missile, the mass of which is going to make up 100 tons, is said to replace the world-known "Voevoda" ICBM. In the West, this missile is known as "Satan." In the meantime, Russia has already started working to create the middle-class newly equipped missile. The new missile is to be passed into service in 2015, RIA Novosti reports.

"Russia does not stand against the US missile defense system. Russia stands against the creation of the missile defense system, which would be directly aimed against Russia to potentially reduce the possibilities of the Russian nuclear containment forces," the official stated.

According to Karakaev, as long as there is a stable mechanism of nuclear containment in the world, one should not undermine this mechanism to provoke an arms race.

In November, President Dmitry Medvedev announced a complex of measures, which Russia would use to respond to the deployment of the missile defense system in Europe. In particular, Medvedev did not rule out a possibility to refuse from the policy of disarmament. Russia could also revise the previous agreements about arms control, he added.

For the time being, there is no direct threat to Russia, the head of the missile troops stated. However, the Strategic Missile Forces will be prepared to respond fast, if necessary, the general added.

"Technically, there are no restrictions in the opportunity to apply the SMF missiles. It takes little time to pick an object of destruction and put this object into the flight assignment of an ICBM. For the time being, the combat groups of the SMF are on duty with a zero flight assignment, which means that the missiles are not targeted against anything," Interfax quoted the official as saying.

Russia's new Yars, Topol-M and Bulava ICBMs are unvulnerable to the US missile defense system. The commander of the Russian SFM said that it was best for the enemy to destroy the missile during the initial part of its flight, when it gathers speed. The missile separates later, which makes it harder for interceptors to detect the missile in a whole cloud of fake targets.

Russia's state-of-the-art ballistic missiles have the shortest boost phase of the flight - this phase is much shorter than it was with older missiles. "At this short part of the flight the missiles perform active maneuvers, which makes it impossible for interceptors to plan the attack.

"We conducted the tests to evaluate and confirm the nuclear safety of Topol warheads. The results of the tests showed that even in case of most complicated breakdowns, fires or explosions, the nuclear explosion of the warhead is excluded," Karakaev said.

Russia's present-day SMF consist of more than 350 missile complexes of six types. Three of them are silo-based and three others are mobile ground-based complexes. It is worthy of note that the Russian system of nuclear containment forces consists of the Strategic Missile Forces, strategic nuclear submarines and strategic bombers.

By the beginning of 2012, there will be 86 launch systems with Topol-M and Yars systems in the structure of the combat group of the SMF. The share of state-of-the-art arms in the SMF will thus grow up to 25 percent.

In 2012, Russia will begin the process to pass Yars missile complexes into service. The range of the system is up to 11,000 kilometers. It has a separating warhead with maneuverable and individually guided blocks. The system is highly maneuverable. In 2012, Russia will also complete the introduction of Topol-M missiles, the operational resource of which makes up not less than 20 years.

The life of operating missile complexes with RS-20B Voevoda, RS-18 Stilet and RS-12M Topol mobile missile complex will be prolonged. These systems still make the base of the Strategic Missile Forces.

However, it is expected that Stilet missiles will be put out of exploitation in 2017, whereas the time of Topol missiles will end in 2019. Voevoda missiles will stay on duty during the entire decade, at the time when the missile forces are being rearmed.

For the time being, as much as 70 percent of missile complexes are beyond their warranties. However, the required parameters of their reliability and technical readiness are still preserved. Not less than 96 percent of all of Russia's missile complexes are ready for immediate action every day.

"The share of new missile complexes in the SMF will constantly grow. By 2016, the share of new systems is to make up 60 percent. By 2021, this number is expected to grow to 98 percent, Karakaev said.

Russian have a good strategy to counter American interception. They altered the traditional characteristics of ICBM by not following a trajectory that allow interceptor to predict / calculate a strike plan. But I think they still need to overcome the silo restriction so that American can not zero on silo and score first-strike on these missiles. Best if they can put on extra heavy trucks and move about. Pentagon will be much more challenged to track and destroy them. ;)

Russia develops new system for Strategic Missile Forces. 46323.jpegAssault grouping of Strategic Missile Forces in the future will be enhanced by fundamentally new strategic missile systems that have a greater potential to overcome any missile defense.

"We count on receiving qualitatively new missiles with warheads in 2018-2020 that will allow overcoming any missile defense system created by that time," a source in the Defense Ministry told "Interfax". He added that "now work is being conducted on a missile system with a missile of the middle class with a new type of military equipment, so that at the turn of 2015 we could start upgrading one of the missile divisions to accommodate this complex."

Thus, the introduction into service of a radar warning system for missile in Kaliningrad was expected as well as enhancement of covering of the SRF' objects. Medvedev also talked about the possibility of withdrawing from the treaty START-3, and development of measures to conduct cyber-warfare and creating a new kind of troops - Air and Space Defense.

Public opinion and the opinion of experts on the President's statement then divided. While some of the media outlets called Medvedev's response "harsh", the politicians and military experts noted that the proposed measures were useless against missile defense and looked like "pre-election" promises. At the same time, the Ministry of Defense continues to say that the latest Russian weapons are capable of withstanding external threats. It was announced that within 10 years SRF forces will be fully modernized through the replacement of obsolete missiles "Stiletto" and "Topol" with the latest "Yars" and "Topol-M".

As for "Yars," the first regiment in the Teikovo was brought up to full staffing last year. In December of 2011, in the same division another regiment with these complexes was placed on duty. Later, a number of other missile compounds will be changed to accommodate the missile system "Yars".

The country’s military has disclosed its spending plans – for the first time in five years. RT has carefully examined the main expense items.

The biggest part of the funds will be allocated for buying new arms: spending on military equipment is to grow from 65 to 70 percent – from 380 billion rubles in 2010 to 980 billion rubles in 2013.

First and foremost, the ministry is planning to spend this money on RS-24 and Bulava strategic rockets, Su-34 bombers, Su-35 fighters, submarines, corvettes and frigates for the Black Sea fleet, and control systems for army.

Partially, the money on new arms will be generated by shifting priorities: as spending on equipment grows, military research expenses will drop from 22 to 16 percent.

Officials say that such a radical redistribution of funds was already drafted back in 2006 as an attempt to get rid of fruitless and sometimes corrupted projects. Instead, the money will be spent on further development of such novelties as Bulava intercontinental nuclear missiles, Angara-A5 and Rus rockets, brand new satellites, T-50 fighters, atomic submarines, aircraft carriers and others.

However, as in total more money from the state budget will be allocated for military sphere, research expenses are still to be increased despite the cuts – from 107 billion rubles in 2010 to 186 billion in 2013.

Overall, military expenses will grow from 1.2 trillion rubles in 2010 to 2.1 trillion in 2013. Such a significant increase is connected with a shift to the new state arms program as well as a change in the composition of officers’ salaries.

This is the first time in five years that the ministry shed some light on its expenses. Until 2005, the figures were included in the state budget but then they disappeared without explanation. Political analysts agree that finally revealing the figures is a big step toward transparency.

“It is the demand of modern society,” independent military analyst Sergey Lebedev told RT. “Society needs an explanation. And the government is ready to explain to people on what the money is spent.”

Moscow is interested in building a joint missile defense system with the US and Europe, but continues to develop its own program.

*Russia is developing new warheads for intercontinental ballistic missiles. Yury Solomonov, the general designer at the Moscow Institute of Thermal Technology, who announced the news on Thursday, said they would be able to overcome any existing and future missile defense systems.

The unique work carried out last year allows Russia to take an absolutely new step in creating a new type of combat equipment, he told Interfax. It is the result of integrating combat equipment of ballistic type and individual means of its separation. The achievement will end all talk about Russia’s fight against “a non-existing system of missile defense of an imaginary enemy.”

The development of new warheads looks like Russia’s answer to plans of the US and NATO to create a new missile defense shield for Europe. Both Washington and the alliance had formally invited Moscow to take part in a joint program. But even Europeans themselves do not know the exact details of the initiative. NATO member states are still to come to an agreement between themselves.

The Russian leadership has made it clear that Moscow will only take part in the program as an equal partner. At the same time, President Dmitry Medvedev has repeatedly said that Russia is interested in working with the US and European countries to build the joint missile shield developed on the sector principle.

Medvedev confirmed this stance on Wednesday, while addressing to participants of the economic forum in Davos. Both the president and Prime Minister Vladimir Putin, however, had warned that a new arms race is possible if Russia and Western countries have not agreed on a joint missile defense plan.

Solomonov echoed the warning, saying that to maintain the potential of strategic nuclear forces Russia must radically increase the production of intercontinental ballistic missiles. He also said that sea-based intercontinental ballistic missile Bulava will be commissioned and passed into service in 2011 if the planned test launches are successful.

Meanwhile, Russian diplomats and military leadership are studying unclear prospects of the co-operation with the US and NATO in the missile defense field. Chief of General Staff Nikolay Makarov said on Wednesday that Russia’s permanent involvement in designing the architecture of the European missile defense system should be the main precondition for NATO-Russia co-operation. Further, the collaboration in this area should be mutually beneficial, with both sides clearly understanding the end result.

Russian Deputy Foreign Minister Aleksandr Grushko stressed that a joint Russia-NATO missile defense shield should rule out the possibility that it could be used against Russia or the alliance. Moscow presumes that the work will be based on equal footing.

Neither NATO nor the US has answered Russia’s questions so far. The would-be shield is even called differently by both sides. While the Russian leadership describes it as “European missile defense system,” it is referred to as “NATO’s missile defense system” in the alliance’s official documents.

Moscow will not participate in any joint program where it does not have its say. The big fear is that the European shield will be directed by the US, which does not abandon the idea of its own global missile defense shield.
