中国将向马来西亚出售地空导弹

　　报道称，中国航天长征国际贸易有限公司（ALIT）与马来西亚Aneka Bekal有限公司签署谅解备忘录，向马来西亚提供一款自行推进式地空导弹系统。

　　据英国网站6月3日报道，这份备忘录是在马来西亚总理纳吉布访华期间签署的，它规定两家公司合作向马来西亚武装部队销售垂直发射的LY-80地空导弹。

　　报道说，协议还涉及向马方转让技术，以便在LY-80被马来西亚武装部队选中后进行本土生产和维护。ALIT隶属于中国航天科技集团公司，Aneka Bekal则主要进口各种工业设备。

　　报道称，向马来西亚武装部队提供LY-80的计划可能还会需要一家马来西亚本土生产商予以支持。

　　LY-80是ALIT的HQ-16地空导弹系统的出口版，而HQ-16是以俄罗斯布克（“牛虻”SA-11）地空导弹系统为原型的。根据IHS简氏信息集团的《陆战平台：火炮与防空》，这个系统由一个指挥与控制单元、一辆监视车和三个发射连组成。每个发射连有四个发射器，各配备六枚导弹。

　　报道称，马来西亚对导弹系统、包括地空平台的需求已存在多年，但采购活动因经济拮据而拖延。马来西亚前国防部长艾哈迈德·扎希德·哈米迪曾在2012年谈及马来西亚的这些需求以及从中国购买导弹系统来满足这些需求的愿望。

　　2012年9月，扎希德在吉隆坡会见了人民解放军代表团之后表示：“我们希望采购导弹和服役期延长项目作为中方所提供一揽子计划的组成部分。在适当的时候，假如导弹数量让中方觉得在本土生产更划算，他们会考虑在马来西亚进行生产。”

　　报道称，马来西亚尚未阐明它希望从中国采购什么样的导弹，但可能有多种系统都在考虑之列。近年来，马来西亚陆军一直在谋求加强其地空导弹能力以及与单兵便携式地空导弹有关的能力、短程防空系统和中程防空导弹。

　　2006年，马来西亚武装部队购买了16枚由中国精密机械进出口总公司生产的飞弩-6单兵便携式防空导弹，以前还曾表示有兴趣采购该公司的凯山-1地空导弹系统。

Actually PAP did well to maintain a good relationship between both PRC and ROC (Taiwan). For China and Taiwan, both needed a country to play the in-between role for both enemies to informally communicate. Singapore fitted that role

It is no coincidence that the First China-Taiwan cross-Strait talk was held in Singapore in 1993.
