Bastard Teacher threw volleyball at special-needs student thrice, locked student in room and threatened to cage him

Teacher's training in Singapore has come a long way. The National Institute of Education at NTU provides educators in Singapore with the basic foundation as you have listed out. There is even a module on Special Needs in the course curriculum. A trainee teachers is also required to undergo practicum in a school under the supervision of a teacher-mentor.

How well a student in school learns is very dependent on the teachers facilitating/imparting the knowledge and skills, likewise for trainee teachers on the course lecturers and supervisors. Acquisition of knowledge is seldom an issue. It's the skills component which could be better improved. IMHO, NIE needs to relook and restructure its course structure to better equip trainee teachers to face today's ever-changing environment.

Food for Thought:
Why are many passionate education officers disillusion and leaving the service after a couple of years in the service?
Intention and Actuality

Do teachers really need training?

I have relatives who taught in MOE schools before as relief teachers. It was their part time job while waiting to serve NS or to go to university. They worked as relief teachers teaching the same number of classes as regular teachers.

This shows that if a student got good grades for their O-levels and A-levels and did well enough in their ECAs to have enough common sense, they are good enough to be school teachers.

A relief doctor needs to be a certified doctor in order to work part time as a relief doctor. You don't need to be a "certified" teacher from NIE to be a competent relief teacher.

Yes, you surfaced out one big problem in Singapore's Education System. So who is the biggest causative agent?

Yes, teachers need training before becoming one, and more training over the years to keep up to date.

From chalk boards to OHPs, from white boards to ICT... you name it.

My nieces and nephews did not receive any training to be teachers. And they did pretty well as relief teachers for several months without getting fired, and covered the bulk of the normal teachers' duties, which included teaching, chaperoning kids for excursions and their ECAs.

No mention if the teacher is adequately trained to deal with retards in the first place.

In life, there is no such thing as a bad student,
only bad teachers.

that's why I've mentioned much earlier- are the main stream school teachers fully equipped with the skill sets to handle special needs students?
