“美国插手利比亚内战是史上最拖拖拉拉、最不偷偷摸摸的暗杀企图,料想几天时间就可以搞定,结果现在已经进入第四个月了;这次行动还揭露了北约这个军事组织徒有其表的真面目。”这是美国《华盛顿邮报》专栏作家乔治·威尔6月18日发表文章的一段评述,生动地揭示了当前北约以及美国在利比亚战争上所处的尴尬境地。目前,北约既缺钱又缺弹药,而美国缺钱的同时还爆发了内部争议。

北约即将弹尽粮绝

一直以来,北约声称在利比亚的空袭是为了保护利比亚人民。但是北约在20日空袭卡扎菲高级助手的住所时,却导致19名平民死亡,其中包括8名儿童。此后,阿拉伯国家联盟副秘书长艾哈迈德·本·希利对空袭造成平民伤亡表示强烈谴责;意大利外长弗拉蒂尼则认为,误炸平民事件已使北约的声誉岌岌可危。最令北约意想不到的是,误炸还在一定程度上变相提高了卡扎菲在民众当中的支持率。

有分析指出,误炸其实仅仅是北约目前在利比亚面临的尴尬之一。对北约来讲,军费问题、内部成员国意见不一问题、与美国的关系问题等,都使其面临巨大挑战。从北约的内部来看,目前只有1/3的北约成员愿意参加利比亚的军事行动。

此外,目前北约库存导弹严重不足,英国空军和海军的指挥官纷纷抱怨,战事僵持下去,连弹药都不够用了。北约不得不面临向美国购买弹药的选择,但无奈作战经费却到了捉襟见肘的地步。一名北约高级指挥官担心,资金问题最终将成为左右局势的关键。

此前,北约曾表示有很多手段能迫使卡扎菲下台,但中国现代国际关系研究院世界政治研究所所长高祖贵在接受《世界新闻报》记者采访时表示,北约的手段其实很有限,北约不能派遣地面部队进入利比亚,只能靠扩大空袭的密度,争取速战速决,但是为了顾及贫民安全,又不能狂轰滥炸。这样一来,卡扎菲便借机打起了“持久战”。

社科院西亚非洲研究所非洲研究室主任贺文萍告诉《世界新闻报》记者,卡扎菲在和北约无数次的较量中挺了过来,并认为自己还能坚持下去,战事拖得越久,北约面临的困境就越多,所以他藏身于人口密集的区域或地下,玩起了猫捉老鼠的游戏。


美国压力日益增大

贺文萍表示,英法两国自身面临财政困难的同时,还要对有主权债务危机的欧洲各国伸出援手,这更使两国财政窘迫。而利比亚战事时间越长,花销越大,长此以往势必会引起英法两国人民的反战情绪。

与英法一样日子不好过的还有美国。尽管美国一开始在利比亚战事的介入角色上保留了余地,但美国目前也面临着相当尴尬的境地。当前,美国对利比亚军事行动的费用开支已超过7亿美元。对正在进行总统大选寻求连任的奥巴马来说,财政赤字因军费开支而继续高涨并不是什么好消息。

另一方面,美国国会和白宫在对外宣战权方面其实也起了日趋表面化的争执,不仅众议院出现了中断资助行动的呼声,还有10名议员提起联邦诉讼,认为美国参加对利作战是非法的。奥巴马政府辩称,美军并没有积极参预在利比亚的行动,美军也没有派遣地面部队,所以并不需要获得授权。

英国广播公司(BBC)评论认为,伊拉克战争已经表明,赢得战争容易,但想要赢得和平几乎没可能,美国将在经济上和人员方面付出高昂代价。(刘亚斌)

Italy urges end to Libya conflict

TRIPOLI — Italy on Wednesday called for an immediate halt to hostilities in Libya to allow humanitarian aid to reach the population in the strife-torn country, while NATO defended the credibility of its air war after a bomb misfired killing civilians.

On the diplomatic front, China said it recognises Libya's opposition National Transitional Council (NTC) as an "important dialogue partner."

Italian Foreign Minister Franco Frattini warned on Tuesday that NATO's credibility was "at risk" following the civilian casualties, and urged it to ensure it was not providing ammunition to Kadhafi's propaganda war.

Frattini followed up his comments in a speech on Wednesday to the lower house of parliament in Rome.

"With regard to NATO, it is fair to ask for increasingly detailed information on results as well as precise guidelines on the dramatic errors involving civilians," he said.

The comments came after NATO admitted a bomb misfired in Tripoli at the weekend, killing nine people according to Moamer Kadhafi's regime.

"I would suggest that our reputation and credibility is unquestionable," said Wing Commander Mike Bracken, the NATO mission's military spokesman.

The blunder -- an embarrassment for a mission that prides itself on protecting Libya's people from the regime -- came on the heels of a friendly fire incident last week in which a column of rebel vehicles was hit by NATO warplanes.

"If you look at our track record, we have taken utmost care to avoid civilian casualties and we will continue to do so," said NATO spokeswoman Oana Lungescu.

Frattini in his address to parliament on Wednesday also called for "an immediate humanitarian suspension of hostilities" in Libya so that humanitarian aid could be delivered to the population.

In Beijing, Chinese Foreign Minister Yang Jiechi hailed the rebels' NTC as "an important domestic political force."

Since it was established, he said, the council's "representative nature has increased daily and it has gradually become an important domestic political force."

"China views it as an important dialogue partner," Yang added, after talks with war-torn Libya's senior rebel leader Mahmud Jibril.

Beijing consistently opposes moves deemed to interfere in the affairs of other countries.

But it has held a number of meetings with Libyan rebels in recent weeks in an apparent sign that it wants to help bring about a resolution of the conflict in the oil-rich north African state, where it has sizeable economic interests.

Libyan state television and official news agency JANA meanwhile reported Wednesday that NATO warplanes had carried out raids on the towns of Khoms and Nalut in western Libya.

NATO targeted two checkpoints in the Khoms region 120 kilometres (75 miles) east of Tripoli, the television report said. It added that the control points were "civilian" intended to "organise traffic movements."

If the strikes were confirmed, it would mean the Western alliance had moved into a new stage of operations in the west of Libya, aiming at checkpoints on the highways leading into the capital Tripoli.

Until now, NATO had limited itself to attacks on military installations and armour.

JANA reported raids on Al-Ghazaya in the Nalut region southwest of Tripoli. This region has for months been the scene of violent clashes between rebels and troops loyal to Kadhafi.

Advocacy group Human Rights Watch accused Kadhafi's forces of laying land mines in the strategic Nafusa mountains near the border with Tunisia to counter rebel attacks there.

African Union welcomes move

Libyan leader Moammar Gadhafi has agreed to stay out of negotiations on ending his country's four-month conflict, African leaders said in a communiqué after talks Sunday in South Africa.

The African Union panel on Libya "welcomes Colonel Gadhafi's acceptance of not being part of the negotiations process," the statement said, without elaborating.

AU peace and security commissioner Ramtane Lamamra read out the communiqué but refused to take questions.

A South African official who requested anonymity said: "We wanted Gadhafi to make a public statement that he would not take part in the negotiations but he would not." When asked about the significance of that, the official, who was part of a South African team that travelled to Tripoli last month in a failed bid to launch peace talks, said: "This means he is finished."

The communiqué repeated the African Union's call for an immediate ceasefire that would lead to negotiations toward democracy, as well as an end to NATO air raids against Gadhafi targets.

"The Libyan parties should begin the national dialogue for a comprehensive ceasefire, national reconciliation, transitional arrangements, as well as the agenda for democratic transformation," it said. "These measures we are proposing should go hand in hand with an equally determined humanitarian effort," it added.

"In this context, we reiterate the call we made at the extraordinary summit of the AU of May 25, 2011, for the stopping of NATO bombings and the observance of a humanitarian pause."

Libya internal conflict/civil war have drag for month. NATO and European who fight Gadhafi are thinking they can fight Gadhafi army with little effort so gain the oil.
NATO and European just want to get rid of their oil weapon as a training ground. If they dismantle/scrap old weapon is much much higher cost.
Libya is civil war external force have no right to intervene Libya internal conflict. So let their own Libya/citizen to fight for their own freedom. If the citizen cannot fight on their own that their problem.
Other country do no have right to kill Libya people or make decision who should control the Libya goverment.
