According to the Shin Min Daily News, the incident happened around 10.45pm on Saturday, Oct 26 at Pasir Ris St 11, Block 142B.
A 51-year-old resident, Madam Xu, told the paper that she heard a woman's piercing screams before police arrived on the scene shortly.
When Madam Xu went downstairs, she saw a young woman in her 20s seated on a stone bench at the void deck, while a young man sat on the floor. A pair of bloodied scissors was also spotted on the ground.
Describing it as a 'gruesome sight', Madam Xu said the girl was drenched in blood and bleeding profusely from her arms, while the man had bloodstains on his face and body.
She added that the man did not attempt to run after the incident, but looked remorseful and kept apologising to someone over his mobile phone. When reporters arrived, police had already handcuffed the suspect.
Police say investigations are ongoing.
