進口美牛證實含瘦肉精,民眾恐已吃下肚!衛生署確認日前抽驗不合格的三批美國牛都含有瘦肉精,一件來自內湖大潤發、二件為內湖好市多,賣場雖已下架、銷毀,但一千五百多公斤的問題美牛,恐怕已被民眾吃進肚子裡!

衛生署食品藥物管理局食品組長蔡淑貞指出,這批含有瘦肉精牛肉係由兩家進口商在去年十二月底進口台灣,僅在好市多及大潤發全台分店販售。

蔡淑貞表示,被檢出含瘦肉精的美國牛肉,一件來自大潤發內湖一館,含○.六四ppb(十億分之一濃度),二件為好市多內湖店,分別檢出一.四六ppb及二 .八四ppb瘦肉精,確認皆違反我國不得驗出瘦肉精規定。蔡淑貞表示,大潤發所販售的同批產品共計有一千二百零七公斤,肉品以牛絞肉型式賣出;好市多則是分別進口一百六十公斤菲力及三百公斤沙朗牛肉,已全賣出。

衛生署十四日晚間即緊急通知北市衛生局處理,目前賣場相關商品都已下架,民眾不會再買到這批有問題的牛肉,但經查好市多含瘦肉精美牛已全數賣完,將通知購買會員,進行回收、退貨;而大潤發的詳細販售及下架數量,衛生署仍在追查。

據統計,去年台灣從美國進口一千一百廿六公噸的帶骨牛肉、三萬三千多公噸的去骨牛肉,市占率高達七成,由於這是繼九十六年恢復開放無骨美國牛後,首次驗出美國牛含瘦肉精。但因瘦肉精已列為今年重點檢驗項目,不合規定的美國牛肉卻還是流入市面販售,引發消費者強烈不滿,質疑美牛「三管五卡」失靈。

蔡淑貞解釋,因為邊境抽驗依法有一定比率執行,還是有可能因檢體分布,未能在邊境檢驗出來,而讓含有瘦肉精美牛進口。

邊境管制的例行檢驗項目,含農藥、動物用藥、微生物等六項,每年會調整重點抽查項目,由於近來屢發現肉品濫用瘦肉精,瘦肉精調整為今年肉品的重點檢驗項目之一。

衛生署長楊志良受訪表示,各國對於瘦肉精規範不同,有些國家可以用,有些不行,而衛生署也是依照國內禁用規範,先將產品下架,但他說,因初檢驗出1到2ppb的培林成分瘦肉精,估計若60公斤體重,每天要吃30到60公斤的牛肉,才會到達每日安全攝取量上限,因此,沒有立即危險。1000115

美牛含瘦肉精 量販:未獲通知

(中央社記者林惠君台北15日電)進口美國牛肉首度驗出瘦肉精;市面販售抽驗則有3件證實含瘦肉精。量販店表示,未接獲衛生署下架通知,如有進一步訊息會配合。

衛生署昨天公布這起台灣自民國96年開放美國牛肉進口以來,首次驗出瘦肉精的事件。其中2批疑似含瘦肉精的美國牛未進口,另在北部賣場抽驗的3件進口牛肉,初驗也含瘦肉精。

不過,衛生署並未公布是在北部的哪些賣場驗出。

愛買公關副理楊冬寧表示,還沒收到相關訊息,除美牛外,賣場裡還有其他的牛肉選項,如澳洲牛肉及台灣牛肉,民眾對美牛有擔憂或觀望的話,還有其他選項。不過,今天上午比較冷,賣場裡並沒有很明顯出現不買美牛的狀況。

大潤發行銷處經理何默真表示,未接到相關通知,如有進一步訊息,也會配合衛生署。1000115

瘦肉精屬於乙類促效劑(β-agonist),它可以促進蛋白質合成,會讓豬隻多長精肉(瘦肉)、少長脂肪,可加在豬飼料裡供豬隻長期食用;飼養成的豬隻,體形健美,利潤比較高。养殖户可以将瘦肉精拌入猪饲料中餵猪后,能使猪肉快速生长精肉。猪在吃了瘦肉精之后,瘦肉精主要积蓄在猪肝、猪肺等处[3]。如果不依照規定使用使得殘餘量過高,食用大量的猪肝、猪肺後—就算是熟食也一樣,可能會立即出现恶心、頭暈、肌肉顫抖、心悸、血壓上升等中毒症状。

β2-肾上腺素兴奋剂能加强脂肪的分解,促进蛋白质的合成,化学性质十分稳定,主要经尿和胆汁以原型排出,会在脏器中残留,有毒副作用。

有許多化學物質被稱為瘦肉精,其中培林(Ractopamine)毒性極低、代謝快速(無累積性),因此被美國等國家允許添加入豬飼料[4],日本也允許使用培林的豬肉進口。目前全世界有美國等24國開放使用培林,有160多國仍禁用。[5]

台灣行政院農業委員會動植物防疫檢疫局在2006年10月11日[11]公告Ractopamine(培林)、Salbutamol(沙丁胺醇)、Terbu-taline、Clenbuterol等四種受體素(俗稱瘦肉精)為動物用禁藥;養豬戶一旦被查獲使用禁藥,可依法處四個月有期徒刑。

2007年,台灣檢驗出部份美國進口的豬肉含有瘦肉精,原因可能是更換更靈敏的儀器使得過去無法驗出的極微量瘦肉精被驗出;而後又檢驗出少數台灣本土豬肉含有瘦肉精。但是這些豬肉的瘦肉精種類符合美國標準、而殘餘量遠低於10ppb(1ppb是指重量的比例為「十億分之一」),也就是說光論瘦肉精殘餘、不會傷害食用者;至於瘦肉精殘餘量較高的內臟,大量食用則可能會有安全顧慮[12]。真正令人擔心的是台灣豬肉疑似使用其他高毒性藥物[13]。

自由時報的新聞分析[14]則指出,台灣的養殖標準嚴苛的不合理、但沒有認真控管;禁用相對安全的瘦肉精,結果是走私進口的瘦肉精可能比禁用前使用的合法瘦肉精更危險,這樣對養豬戶及消費者會造成嚴重傷害。

Taiwan detects muscle-growth drug in imported U.S. beef

Taipei, Jan. 14 (CNA) Taiwan has recently detected small residues of banned drugs promoting leanness in livestock in beef imported from the United States, Health Minister Yaung Chih-liang said Friday, adding that safety checks on imported meat products would be reinforced.

Yaung announced the results of the latest food checks at a press conference along with Food and Drug Administration Director-General Kang Chao-chou.

It was the first time banned drugs had been detected in U.S. beef since Taiwan re-opened its doors to American beef in 2007, after suspending imports of the product over mad-cow disease worries.

Yaung said that while the level of the drug in the meat products were extremely low, it was better to inform the public of the matter, but he also hoped that people would give his office time to track down the source of the beef and where it has been sold, he said.

According to Kang, his administration's preliminary tests detected 5 ppb (parts per billion) of the leanness drug Paylean in each of two batches of U.S. beef awaiting customs clearance.

The importers have decided to give up the beef rather than waiting for the results of a second round of mandatory tests, he said.

Apart from those two batches, the administration has also detected 1-2 ppb of Paylean in three out of 24 U.S. and Australian beef products marketed in shopping malls in northern Taiwan, Kang said.

The Department of Health (DOH) said two supermarkets, Costco and RT-MART, had removed U.S.-imported beef products from the shelves yesterday, after they were found to contain small amounts of banned drugs a day before during a regular check. The DOH further promised that local customers will not be able to purchase products that contain the drug Paylean, which promotes leanness in livestock.

Paylean contains ractopamine, one of four animal-use drugs along with salbutamol, terbu-taline and clenbuterol that are banned in Taiwan.

Food and Drug Administration Director-General Kang Chao-chou said yesterday that even though some of the beef that contains the drug may already have been eaten by customers, he reassured the public that it does not pose an immediate threat to one's health.

"The level of the drug found was between 0.64 to 2.84 ppb (parts per billion), which is way below the daily intake standard set by the World Health Organization (WHO)," he said.

For beef containing 1-2 ppb of ractopamine, a person weighing 60kg would have to eat 30-60 kg of the meat in a day before exceeding safe limits its for daily intake, according to the DOH.

But it was better to inform the public of the matter and have the products removed for the time being, Kang noted, adding that they are still waiting for the results of a second round of checks on the beef in question.

A day earlier, the DOH announced that the leanness drug was detected in three out of 24 imported U.S. beef products sold in supermarkets in northern Taiwan.

It was the first time the banned drug has been detected in U.S. beef since Taiwan re-opened its doors to American beef in 2007, after suspending imports of the meat over mad-cow disease worries.

USTR's Protest

Taiwan's decision to have these U.S. beef products remove from the shelves, however, was criticized by the Office of the United States Trade Representative (USTR).

A USTR spokeswoman said yesterday that a total of 26 international organizations, including both the Joint Food and Agriculture Organization (FAO) of the United Nations and the WHO, had set standards for residue evaluation of ractopamine in 2004 and 2006 respectively with a maximum level of 10 ppb.

However, Taiwan has failed to set a tolerance for ractopamine so far, she said.

She urged the government to follow the international standard that was formed based on scientific evidence, and to adopt the 10 ppb maximum residue standard as soon as possible.

In response to the accusation made by the USTR, Health Minister Yaung Chih-liang said there are different standards regarding the use of ractopamine in countries internationally.

His ministry's decision to remove the beef in question from the local market was done to abide by the current law that bans the animal-use drug. Further discussion will be needed before a possible lifting on such restrictions, he added.

Hard to Trace

While the beef products in question sold at the two malls in Taipei had been removed from the shelves as of yesterday, Kang noted that his administration was still trying to track down the source of the beef and to find whether these products have been sold in other chain stores as well.

However, Consumers' Foundation chairman Hsieh Tien-jen yesterday questioned the DOH's ability to do so since they failed to establish a U.S.-import livestock product information system so far.

"The U.S. side only provides us with documents regarding the beef's quality upon import, but it did not give us comprehensive livestock product information regarding these products," Hsieh said.

Moreover, the imported U.S. beef was later sub-packaged before being sent to shopping malls nationwide, which makes it even hard to track down, he added.

Ractopamine is a drug that is used as a feed additive to promote leanness in pigs raised for their meat. Overexposure to ractopamine can cause palpitations and hypertension, according to doctors.
