Vietnam is planning to build 7 nuclear plants, the planned construction start date for the first two plants has been delayed by 3 years, from 2014 to 2017.

A 2011 study by scientists from Italian research institutions said historical precedent suggests Vietnam's coastline is vulnerable to earthquake-generated tsunamis originating in the South China Sea. Their simulation suggests Ninh Thuan--the province where the first reactor is to be built--and nearby provinces are among the most vulnerable to wave impact.

Vietnamese university graduates are only now training in Russia and Japan to become nuclear technicians.
