A couple of tidbits to titter over:

a. The URA’s own surprise checks on its contractor showed high absenteeism rates of between 70 per cent and 80 per cent since 2010, that is, patrolling officers were “absent from scheduled patrols”.

b. The AGO conducted surprise checks at 88 HDB carparks and found that 54 of them did not turn up for duty as scheduled. When counter-checked with HDB records, 33 of the 54 did not even record their patrols with the HDB, 17 did the patrols outside designated hours and four of them said they were there at the right place and the right time even though AGO officers never saw them.

What was also interesting is the report on the Singapore Land Authority. Now with all the fuss about wiping out the mozzie, has anyone thought that vacant state land might well be breeding grounds?

The AGO inspected 42 vacant land sites and found 15 turned into illegal dumping grounds with “water receptacles that were not removed”. Of 11 vacant properties inspected, nine were found to be potential mosquito breeding grounds
.

What’s the penalty again for mosquito breeding?

One agency that the English-language paper did not highlight was the National Research Foundation’s construction of the Centre for Research Excellence and Technological Enterprise. The AGO examined two construction and three consultancy services contracts worth $322.97 million. One vendor was selected on the basis of a recommendation (contract value: $2.25m) while an honorarium of $467,000 was paid to three unsuccessful bidders who submitted designs – three times more than is allowed. Oh, there were late payment lapses as well lest anyone thinks that it was just money out.
