1. The PRC was holding a debit card, not credit card. Does she know the difference? If she got no money in her account of course there are limits.
2. Her card might be dormant for very long because she dun know how to use an ATM Card.

These bank become huge due to infrastructure lending and to local businesses. It kept economy ticking as long as nonpayment kept to minimum
No one seems to be pointing out to those smaller and private banks, left hand in and right hand out. Someone has to keep the liquidity flowing, hasn’t it?
