its to do with the deforestation of singapore. it was recently reported that the average temperature difference between urban areas like town and forested ones like lim chu kang, has risen from an average difference of 3 deg to 7 deg in recent decades.
currently 29% of singapore is forested. masterplan 2030 will reduce it to 9%. in order to accomodate the 7m-10m figure that is being thrown around by the press.

i totally agree. from where i stay, the mangrove and vegetation on both side of sungei serangoon are cleared for residential on one side and industrial buildings on the other side. with so many flats and condos built on the once green belt, the heat are being retain by the concrete resulting in higher temperature. And with so much land covered by concrete and bitmen, the rain water from storm are not being soak into the soil. The rainwater have no way to go but to concentrate onto the roads which will channel the raging torrents downward to low lying areas. it not so much the barrage cause "ponding" but water are not being soak into the ground fast enough due to lack of open ground.
