Are Sinkies allowed to keep otters as pets ?

Otters seem to be the new favorites in Japan. They even have cafes where guests can mingle around with otters.

Since we have so many otters in Singapore roaming the streets, are we allowed to keep one or two as pet ?

Everything is not allowed until the devils in white explicitly give permission. And even if they do, they might have a u-turn/rethink/mood swing and rescind that permission suddenly.
