I think you mean Parliamentary Secretary. MP cannot be Permanent Secretary. I estimate about half of PAP MPs are backbenchers.

Every ministry must have one cabinet minister at least of course, even if just assigned acting pending confirmation. Number of 2nd ministers, MOS and PS are up the PM to decide, as many or even none as he deems fit.

Where got so many mps are office holders? Perhaps it's because most of the mps you know are office holders.
I can name you 10 non office holders offhand whom you surely know and even more if you insist.
