because PAP knows every summon issue equal lost one Vote.

Image if the summon few thousand motorists every day??

My 1st rally visit was in 1997 WP at Cheng San.
I followed my GM car and he parked anywhere on the road.
He explained me that no parking summon during the Rally period.
But I don't think you would escape from traffic offence such as beating red light and speeding.
