those really cheap budget hotels r so cheap that they can't even afford website or web participation. star ratings less than 3stars.
 
You may try out back packer hotels. I think there are one or 2 in Singapore. Or Hotel 81. SGD35 per day.
 
dorm for FT/backpackers in Little India/Bencoolen/Chinatown (less than $20 per day)
Old hotels in Beach Road/balestier road area (30-60/day)
81/Fragrance in Geylang, Joo Chiat (70-100)
Peninsula/Excelsior (120-200)
Pan Pacific/meritus (200-400/day)
 
pitch a tent at ECP get shower facility nearby free

but nowaday heard that you must have licens don't know have to pay or not

guess u need a proper place, not some sleazy hotel which will give u skin disease..
a lot depends on ur budget and which month u are staying..
one place where u can get good deals is at the airport, tourist counter, where usually there are good hotels with last minute offers 50% off.. much better deals than those online rates..

This is a cool hip clean and quite a new place. Can choose between backpacker and single rooms. Free internet service, pantry area and lounge area to watch TV and selected movies.

I found out about this place becaue there is also a nice restaurant located there run by a lawyer turned chef/restauranteur, called Wildrocket.

Can consider staying in JB & commute to Spore. Save $$$ & quite eassy to do with the MRT at Kranji or Woodlands,

just buy a portable tent, and you can stay at one of the beach park, like changi beach or east coast park. apply for permit. most budget and legal way, at the same time will not deprive you from interracting with the local beach goers.
