衞生署欠監管，精神科藥物通街賣。不少家長將專治過度活躍症的興奮劑，當「聰明藥」讓子女服用，一度引起關注，近日抗抑鬱藥「血清素再攝取抑制劑」（簡稱血清素）興起，大受名校學生家長歡迎，指該藥能安撫學童情緒，專注學習。本報發現該管制藥物在部分藥房毋須醫生紙就能輕易購買。有精神科醫生警告，學童胡亂攝取過多該類藥物可能引發「血清素綜合症」，嚴重者可致神經障礙。
新學年剛剛開學一個月，已有調查顯示學生情緒壓力瀕臨「爆煲」邊緣，惟近日不少名校生家長讓子女服用血清素，網上家長群組有人詢問何處可購得血清素，又有人大讚該藥「冇乜副作用」和「很快見效」。醫管局資料顯示，血清素有抗抑鬱和抗焦慮作用，部分可用於治療強迫症、暴食症和驚恐症等，副作用包括出汗、失眠、疲倦和神經緊張等。根據《藥劑業及毒藥條例》，最常見的血清素藥物均屬第一部毒藥，即醫生處方藥物。
6藥房不看醫生紙濫售
不過，該高危藥物卻可在坊間藥房輕易購得。記者前往六間藥房查詢，均可在沒有醫生紙的情況下購買此藥。其中在名校網佐敦的一間藥房，店員看過藥名後，便直接把藥盒拿出來核對，並指每盒三百五十元，說罷即伸手打算收錢，似是「賣慣賣熟」，期間未曾提及要醫生處方。
深水埗一間藥房店員雖然一開始時表示需出示醫生紙，但當記者表示是幫人代購時，店員即說：「買開就唔使醫生紙，咁你係咪買開？」記者點頭後，店員即表示每盒二百六十元，付錢後三小時可取藥。此外，上水、旺角及銅鑼灣均有藥房店員稱有出售，亦沒有詢問病歷或要求出示醫生紙。
不當服用恐致神經障礙
精神科專科醫生丁錫全表示，「聰明藥」主要是抑制人體多巴胺分泌，從而改善兒童專注力不足問題；血清素則為增加體內血清素水平，與改善專注力並無直接關係。丁警告，血清素不當服用更有可能引發「血清素綜合症」，輕則會心跳加速、潮熱、頭痛，重則會導致神經障礙。有學者更警告，濫用血清素可引起併發症如橫紋肌溶解症合併急性腎衰竭、呼吸衰竭等，嚴重者可致命。
衞署：3年半50宗定罪
「唔使醫生處方就買到，可想而知（衞生署）規管有幾鬆手！」立法會議員柯創盛批評，衞生署對處方藥物把關不力，政府存在檢控「留手」及包庇違規藥房之嫌，縱容不法商人危害公眾健康。
衞生署發言人表示，任何人士非法售賣或管有處方藥物即屬違法，最高可被判處罰款十萬元及監禁兩年。由一五年至今年七月期間，該署共處理約五十宗涉及藥房非法銷售處方藥物而被定罪個案。
