衞生署欠監管,精神科藥物通街賣。不少家長將專治過度活躍症的興奮劑,當「聰明藥」讓子女服用,一度引起關注,近日抗抑鬱藥「血清素再攝取抑制劑」(簡稱血清素)興起,大受名校學生家長歡迎,指該藥能安撫學童情緒,專注學習。本報發現該管制藥物在部分藥房毋須醫生紙就能輕易購買。有精神科醫生警告,學童胡亂攝取過多該類藥物可能引發「血清素綜合症」,嚴重者可致神經障礙。
新學年剛剛開學一個月,已有調查顯示學生情緒壓力瀕臨「爆煲」邊緣,惟近日不少名校生家長讓子女服用血清素,網上家長群組有人詢問何處可購得血清素,又有人大讚該藥「冇乜副作用」和「很快見效」。醫管局資料顯示,血清素有抗抑鬱和抗焦慮作用,部分可用於治療強迫症、暴食症和驚恐症等,副作用包括出汗、失眠、疲倦和神經緊張等。根據《藥劑業及毒藥條例》,最常見的血清素藥物均屬第一部毒藥,即醫生處方藥物。
6藥房不看醫生紙濫售
不過,該高危藥物卻可在坊間藥房輕易購得。記者前往六間藥房查詢,均可在沒有醫生紙的情況下購買此藥。其中在名校網佐敦的一間藥房,店員看過藥名後,便直接把藥盒拿出來核對,並指每盒三百五十元,說罷即伸手打算收錢,似是「賣慣賣熟」,期間未曾提及要醫生處方。
深水埗一間藥房店員雖然一開始時表示需出示醫生紙,但當記者表示是幫人代購時,店員即說:「買開就唔使醫生紙,咁你係咪買開?」記者點頭後,店員即表示每盒二百六十元,付錢後三小時可取藥。此外,上水、旺角及銅鑼灣均有藥房店員稱有出售,亦沒有詢問病歷或要求出示醫生紙。
不當服用恐致神經障礙
精神科專科醫生丁錫全表示,「聰明藥」主要是抑制人體多巴胺分泌,從而改善兒童專注力不足問題;血清素則為增加體內血清素水平,與改善專注力並無直接關係。丁警告,血清素不當服用更有可能引發「血清素綜合症」,輕則會心跳加速、潮熱、頭痛,重則會導致神經障礙。有學者更警告,濫用血清素可引起併發症如橫紋肌溶解症合併急性腎衰竭、呼吸衰竭等,嚴重者可致命。
衞署:3年半50宗定罪
「唔使醫生處方就買到,可想而知(衞生署)規管有幾鬆手!」立法會議員柯創盛批評,衞生署對處方藥物把關不力,政府存在檢控「留手」及包庇違規藥房之嫌,縱容不法商人危害公眾健康。
衞生署發言人表示,任何人士非法售賣或管有處方藥物即屬違法,最高可被判處罰款十萬元及監禁兩年。由一五年至今年七月期間,該署共處理約五十宗涉及藥房非法銷售處方藥物而被定罪個案。
