1) Shareholders want nice big dividents
2) Those surrounding her giving her stupid advice to cut cost
3) She for being so dumb as to sack nearly all the former people and surround her with her lap dogs and yes man
4) LTA for doing a crappy job of auditing the work. Eg A FT ah neh Eng. know next to shit wears a suit and tie refuse to go down to site and from afar told the tech to yell out whats he is doing. A Pinoy Eng who does not even know what a cable tie was ask a tech what he was holding and finally this 1 really take the cake an ang moh logic is as long as these guys have the tool on site that means they have done the job.
5) Middle management did not dare question the orders from above and just follow blindly
Finally the staff some just can't be bothered, others too scared as they got mouths to feed and those few that raised concerns were told to shut up and belittled and told what they know they are just fucking techs or you don't behave ar? I replace you with a chinaman then you know.

It seems that this is SOP(std opp procedure) of all gov't/GLC in Spore.
So far the PAP has been getting away with such practises. Maybe because buildings are demolished & rebuilt on a regular basis

Now with so many people in Spore it is not possible to do that. Also there is a new reality, the retiring of the competent experienced Spore work force. The PAP has always taken Sporeans for granted. With many Sporeans retiring we'll see which is more important poor leadership or the quality of the work force
