The PAP collected tens of millions in foreign levy and won't spend a cent to help. PAP chooses to let these foreign workers become a social problem.

The need to import cheap foreign labour is proof of the PAP incompetence. Decades ago, the reliance on cheap foreign labour was identified as a problem ...there were numerous task force with recommendations to automate and mechanize.

It is 2016, we still have this issue.
