Another (new) puppet appointed CEO of MDA

The Ministry of Communications and Information announced in a statement today that the Media Development Authority will be getting a new CEO later this year.

Mr Gabriel Lim will be taking over as Chief Executive Officer (Designate) from November 17 and he will take up the full position from December 8.

Mr Lim is replacing Ms Koh Lin-Net who has served as MDA’s CEO since November 2012. Ms Koh will be cycled around to another top civil service leadership position.

The new CEO, Mr Lim, is a long-time civil servant who has held various key positions within the civil service in the ministries of defence, health, and the public service division and Civil Service College.

He was the Director of Police in the Defence Policy Office in MINDEF.

His most recent appointment was actually as the Principal Private Secretary (PPS) to Prime Minister Lee Hsien Loong, a position he took up in September 2011.

As a PPS, Mr Lim has been intimately involved with the duties of PM Lee including coordinating policy changes, managing issues between different agencies, and handling “strategic communications”.

Mr Lim also won the Lee Kuan Yew Scholarship to do a Master of Science in Management at Stanford University.

It is clear from Mr Lim’s background that he is very close to PM Lee and the civil service in general and as one of the key players in keeping the media under the PAP’s control, it certainly makes sense to appoint someone like Mr Lim to the MDA’s top position.

The MDA has been heavily criticised by Singaporeans as being another censorship tool of the government. This was an issue which was raised when MDA decided to ban the film ‘To Singapore With Love’.

Similarly, netizens were outraged when the MDA imposed new licensing rules on online media sites which was seen by many as another attempt to stifle free speech in Singapore.

The outgoing MDA CEO, Koh Lin-Net was also involved in some property related controversy which had netizens questioning whether she and her family had unfairly gained from questionable property transactions. (Corals At Keppel Bay Development: Another Possible AIM Saga?)

With yet another puppet of PM Lee in the top position at MDA, will we really be seeing any improvements in media freedom soon?

RECAP: At the height of Dr Yaacob's Internet Censorship Activities in Mid 2013 when he decided to censor online news sites under MDA licensing rules, the MDA CEO was nowhere to be seen.

The whole exercise failed in the PR department with Dr Yaacob even quoted as expressing that people should "read the right thing" in a TV interview.

This drew wide spread public outrage and even caused a Singaporean-led protest at Hong Lim Park. Even a few internet giants joined in to criticise the MDA's new internet censorship policy and regime which was passed without public consultation and without a mention in parliament.

What caught most people during this saga was the conspicuous disappearance and total MIA of MDA CEO, Ms Koh Lin Net who did not even turn up for a much publicized CNA Talking Point program that she was scheduled to attend.

She was supposed to present MDA's internet censoring new policy and support the reasons behind it under her office. Instead, she disappeared from all public forums related to the topic without any reason and let the Ministers handle it.

This was also during the same period that it was revealed on media that she had just purchased a luxury condominium at Keppel where her mother also represented as director.

The public had questioned the matter extensively online.

Unfortunately, it seems the authorities are not interested and we have not heard anything more about the property purchase and development despite much online speculation.

So what has happened to the MDA CEO who went MIA? Had she been found and has she gone back to work?

What happened to the questions raised on this by the public? Has it all just been swept under the carpet again?
