If the story was this ridiculous the tabloid Chinese papers will confirm publish. It's unlikely something like this will go unnoticed by the MSM especially since it has little to nothing to do with the government. More likely it's a fake

The person who started this SMS can actually be charged for causing (knn, I forgot whats the name of the actual crime)

I remembered that previously, there were a few cases whereby SMS were started to cause public fear and the culprit went on to be charged.
